RESOLVED to Approve the Minutes of the Planning Meeting held on 17 July 2023 which were signed by the Chairman.

Plan is due to go to Full Council on 11 September for adoption to then go to formal consultation. All Planning committee members need to comment before 7 September 2023 for anything to be changed.

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business. Parish Comments:- Object.  Policy Com 2 applies.  The application will result in the loss of a Community Youth Hall and an Eco garden which has become very popular over the past few years, and is used extensively on a daily basis. 
St Andrews Centre is used commercially and is highly busy.  The proposed parking area has had planning permission refused in the past due to a TPO on a tree that has a root protection area.

Parish Comments:- Unable to comment due there being no tree report from an arboriculturist and no valid reasons given for felling and we always object to any tree felling with no good reason.

Parish Comments:- Object to the loss of a healthy tree, no tree report from an arboriculturist and no valid reasons given to support the removal and we always object to any tree felling with no good reason.

Proposed attached dwelling.
Parish Comments:- Object, Policy 8.55 applies as well as by virtue of its design, appearance and form, and the prominent location, a corner site on a corner plot, would result in an unsympathetic addition to the host building, out of keeping with the general pattern of development in the locality where the prevailing character comprises semi-detached dwellings. The proposal would therefore be detrimental to the character and appearance of the dwelling, the street scene and the visual amenities of the locality in general and as such are contrary to Policies EP3 and H11 of the South Bucks District Local Plan (adopted March 1999), Core Policy 8 of the Core Strategy (adopted February 2011) as well as the recommendations of the Townscape Character Study Part 2 adopted July 2015. 
This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development, which the Planning Authority would find increasingly difficult to resist.

Condition 9 (Tree Protection) I write to advise that the information submitted in relation to condition 9 as part of application PL/22/3520/FA is not agreed. The plans submitted show the outline of a replacement dwelling rather than the approved extension. As such they do not accurately reflect the approved development, and the positioning and type of the required tree protection cannot be assessed for appropriateness and necessity in the context of the permission. Plans relating to how existing trees are to be protected during the construction of the approved extension will need to be submitted via a new application seeking to agree details pertaining to condition 9.


Notice EN/19/0633 - Snitterfield Farm – Breach of planning control

Alleged change of use without planning permission to a car workshop, 4 outbuildings being used for residential dwellings, two storey annex to the main dwelling built without planning permission. Notice takes effect on 30 August 2023 unless an appeal is made against it prior to that date.
