MINUTES OF THE STOKE POGES FINANCE COMMITTEE MEETING HELD ON WEDNESDAY 19 JULY 2023 AT 2.30PM, IN THE LIONEL RIGBY ROOM ATTHE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP
Present:- Cllr Crocker, Cllr Finan, Cllr Knox-Scott, Cllr Moore and Cllr Bagge (arrived at 3.10pm)

001/F/23 Election of a Chairman
Cllr Finan proposed that Cllr Crocker be elected as Chairman for year 2023/24 this was seconded by
Cllr Moore, RESOLVED to agree all in favour.
002/F/23 Election of a Vice Chairman
Cllr Crocker proposed that Cllr Knox-Scott be elected as Vice Chairman for year 2023/24 this was seconded by Cllr Finan, RESOLVED to agree all in favour.
003/F/23 Public Session Time (15 Minutes)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment on items on the agenda.

004/F/23 Apologies for Absence
APOLOGIES were received from Cllr Carter.
005/F/23 Declarations of Interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2021. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

006/F/23 Minutes
RESOLVED to approve the part one minutes of the meeting held on 8 December 2022 which were signed by the Chairman. Part II minutes to be discussed under item 10.
007/F/23 Projects/Reserves/General Fund
CONSIDERED monies held in the General Fund and Reserves & Consider any new projects. RESOLVED to make recommendations to the Council for the cancellation of any existing Reserves and / or any changes to the sums held. These were proposed by Cllr Knox-Scott and seconded by Cllr Moore and AGREED unanimously as below:
AGREED to move funds from the general fund into the reserves as listed:
Add £4000.00 to the Staff Sickness Fund
Add £3383.00 to the MUGA Maintenance Reserve
Add £16123.00 to the Pavilion Maintenance Reserve
Add £42709.00 to the Green Belt Protection Fund
Add £20000.00 to the Playground Equipment Reserve
Total taken from General Fund £86215.00.
008/F/23 Bank Accounts
CONSIDERED funds in bank accounts and whether to transfer more into the CCLA fund account or to continue trying to find other safe options.
NOTED current interest rates on all accounts and taking into account what the auditor recommended about moving more funds into the CCLA account, which is used by Charities, Local Government bodies, Local Councils, Parish Councils and The Church of England, it was proposed by Cllr Crocker to move £100000.00 from the Lloyds Account into the CCLA, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
Cllr Moore proposed that we close the Cambridge Building Society Account and then move the £85000.00 from there into the CCLA account, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.
009/F/23 Exclusion of the Press & Public
Public Bodies (Admission to Meetings) Act 1960
RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.
010/F/23 Staff Costs/To decide
RESOLVED that the minutes of 8 December 2022 did not reflect the proposal by Cllr Crocker and were corrected.
