Introduction

MINUTES OF THE STOKE POGES FINANCE COMMITTEE MEETING HELD ON MONDAY 22 NOVEMBER 2021 AT 7.30PM, IN THE LIONEL RIGBY ROOM AT

THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present: – Cllr Crocker (Chair), Cllr Bagge, Cllr Carter, Cllr Finan and Cllr Knox-Scott

010/F/21 Public Session Time (15 Minutes)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

011/F/21 Apologies for Absence

 APOLOGIES were received from Cllr Moore.

012/F/21 Declarations of Interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

All Councillors declared an interest in item 017 as Council Taxpayers.  Cllr Bagge also declared an interest in the budget item under Stoke Poges News.

013/F/21 Minutes

RESOLVED to approve the minutes of the meeting held on 7 June 2021 which were signed by the Chairman.

014/F/21 Projects/Reserves/General Fund

CONSIDERED monies held in the General Fund and Reserves & Consider any new projects. RESOLVED to agree all in favour not to make any further recommendations to the Council for the cancellation of any existing Reserves and / or any changes to the sums held.

015/F/21 Bank Accounts

Cllr Knox-Scott proposed that £160k be transferred from the Lloyds account into the CCLA savings fund, this was seconded by Cllr Carter RESOLVED to agree all in favour.

016/F/21 Budget 2022/2023

CONSIDERED amounts to be included in the budgets for 2022/2023.

Cllr Carter proposed that an amount of £1100 be added to the budgets as recommended at Full Council under Reasonable Adjustments under the Equality Act for any Councillor or Clerk that might require support to carry out their role, this was seconded by Cllr Bagge, RESOLVED to agree all in favour.

Cllr Bagge proposed to put forward a recommendation of the final budget setting for the Parish Council Meeting to be held on 6 December 2021 this was seconded by Cllr Finan, RESOLVED to agree all in favour.

017/F/21 Precept

Cllr Knox-Scott proposed that the precept should be frozen this year at £212985.83 due to the unprecedented worldwide financial pressures, even though costs have increased they should be adsorbed by the Parish Council this year, this was seconded by Cllr Bagge, RESOLVED to agree all in favour and to recommend the Precept requirement for 2022/23 for approval by the Parish Council Meeting to be held on 6 December 2021.

018/F/21 Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960

Cllr Knox-Scott proposed to Resolve to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business, this was seconded by Cllr Bagge, RESOLVED all in favour.

019/F/21 Financial Budget Decision under adopted equality policy as agreed at Full Council.

RESOLVED to agree all in favour up to six hours per month for a support worker to be reviewed at the next meeting at £15 per hour. Support worker to submit to the Clerk monthly a detailed breakdown of work carried out and timesheet along with an invoice to ensure an audit trail is in place for the spend to satisfy the auditors.

020/F/21 Clerks Appraisal/Update

Cllr Carter updated the committee on the Appraisal.

021/F/21 Clerks Salary/To decide

A recommendation was made and RESOLVED to agree all in favour.

022/F/21 Clerks Pension/To decide

 A recommendation was made and RESOLVED to agree all in favour.

023/F/21 NOTED Date of next meeting
