Introduction
MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 2 DECEMBER 2024 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.
Present: Cllr Crocker (Chair), Cllr Bassi, Cllr Cox, Cllr Finan, Cllr Knox-Scott, Cllr Moore, Cllr Pritchard and Cllr Webster.
In Attendance: Mrs J Simmonds (Clerk)
Absent: Cllr Flower.

The meeting is open to the public and press and 15 minutes will be reserved, if required, for public comment on items on the agenda.

157/PC/24 - Apologies for Absence
APOLOGIES were received from Cllr Bagge and Cllr Carter.
158/PC/24 - Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

159/PC/24 - Minutes
RESOLVED to approve the minutes of the Council meeting held on 11 November 2024 which were signed by the Chairman.
160/PC/24 – Beeches Community Board
Cllr Bassi updated on the Beeches youth round table event on 14 November 2024 which she attended where she met lots of interesting people, PCSO’s, Youth Team Leaders etc, who all explained about setting up Youth Clubs. There is funding available for equipment etc. Cllr Bassi to write up notes from the event to be circulated for further discussion at the next meeting.
Cllr Bassi confirmed that the organiser of the Simply Walking initiative is visiting The Friday Club on 7 February to meet the volunteers and discuss and assess the needs etc.
Cllr Bassi said she is still waiting on the Eco Audit discussed at the last meeting from Cllr Dhillon. The Clerk and Chairman said that Cllr Carter had circulated the report after the last meeting to Cllr Bassi. Clerk to re-send the email.
161/PC/24 - Buckinghamshire Council Report
No report.
162/PC/24 – Chairman’s/Councilor’s Update from last meeting.
Cllr Knox-Scott said that several members of the public had approached her about an article written by the Chair in the last SPN, she wanted to let everyone know that her response had been that this was one persons view and that is all that could be said about it. All other Councillors agreed.
Cllr Moore said he had attended a Heritage Walk meeting and the plans are still ongoing.
Cllr Pritchard said that she had met someone from the Heart of Bucks Charity and suggested we could go to them for grants, it was explained that we are not a charity, but she could suggest this to other charitable organsiations.
163/PC/24 – Neighbourhood Plan
The Clerk explained that the questions from the examiner had been answered by our consultants and submitted by the Clerk in time before the deadline. It appeared that Buckinghamshire Council may not have met the
deadline. We are now waiting for their response.
164/PC/24 – Carols on the Green
An update was given on known figures, but the final figures were not yet available but should be by the January meeting.
Cllr Bassi said that Father Christmas had offered to be driven around the village on Christmas Eve after visiting children at the Rose & Crown, Cllr Finan said this would not be possible for him to arrange. It was discussed about maybe doing it another evening/weekend before Christmas.
The Grotto had a continuous queue from 6pm to 7.50pm, it was discussed about possibly having Father Christmas go around the village prior to the event opening next time to gather people, say at 5.30pm rather than halfway through the event which means stopping the queue.
The queuing system worked well.
NOTED debrief from the Chairman to be circulated in time for the January meeting and another discussion to take place then.
165/PC/24 - Expressions of Interest – Highways Devolved Services 2025/2026
RESOLVED to agree all in favour not to go with any devolved services for 2025/26.
166/PC/24 – Cllr Webster proposed to Ratify the decisions below made by Finance & General Purposes on 25 November 2024, this was seconded by Cllr Knox-Scott, RESOLVED to agree all in favour.
018/F/24 Budget 2025/2026
Cllr Moore proposed to accept the amounts to be included in the budgets for 2025/2026 and put forward a recommendation for the Parish Council Meeting to be held on 2 December 2024, this was seconded by Cllr Finan. RESOLVED to agree all in favour.
019/F/24 Precept
Cllr Bagge proposed that the recommended Precept requirement for 2025/26 stay the same as last year £182102.89 for approval by the Parish Council Meeting to be held on 2 December 2024, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
