Introduction
MINUTES OF THE FULL COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 5 DECEMBER 2022 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP
Present:- Cllr Carter (Chair), Cllr Bassi, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Flower, Cllr Moore & Cllr Pritchard.
In Attendance:- Mrs J Simmonds (Clerk)
Also Present:- One member of the Public & Cllr Hogg.

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment on items on the agenda.

144/PC/22 – Apologies for Absence
APOLOGIES were received from Cllr Bagge, Cllr Egleton & Cllr Knox-Scott.
145/PC/22 – Declarations of interest
Members declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

146/PC/22 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 14 November 2022 which were signed by the Chairman.
147/PC/22 – Beeches Community Board
Cllr Egleton was not present. Cllr Carter reported that the formal consultation for the Rogers Lane/Broom Hill/Sefton Paddock highways schemes is going ahead for four weeks starting December.
148/PC/22 – Buckinghamshire Council Report
County Councillors were not present.
149/PC/22 – Chairman’s Update from last meeting.
Cllr Carter reported in Cllr Bagge’ absence that the letter under correspondence about flooding around the MUGA area of Bells Hill Recreation Ground be agreed that the Parish Council have done all that they can around the situation. Extra drainage was installed along with French drains and extra soakaways. Historically there has always been flooding in that part of the recreation ground. The area is on a hill hence the name Bells Hill and the water runs down from the top of Bells Hill. It is a high flood plain area. The jogging path was built as high as possible in that area without making it go uphill. As a Parish Council it was AGREED by all that they have done all they can. Cllr Cox reported that the hydrology report on Stoke Common recently showed the water table was 1-2 meters below ground level. This is they lay of the land in the whole area.
150/PC/22 – Neighbourhood Plan
Cllr Carter updated on Neighbourhood Plan. A company has now been assigned to discuss housing needs. The consultant wants a sub meeting with each working party member to go through their individual policies.
151/PC/22 – Pond
NOTED residents have responded again. NOTED the clerk has requested a face to face meeting again! A reply was received today giving two dates for meetings which clash with Parish Council meetings. It was AGREED by all to request meeting dates for January 2023 as it is so close to Christmas.
At 7.45pm the meeting was deferred to allow Cllr Hogg to speak as he arrived after the meeting had started and missed the public session item. AGREED by all.
Cllr Hogg asked about the calling in of Top Cottage which he was asked to do sometime ago, he was directed to the planning portal to gather the Parish Council reasons for calling in the application. Cllr Hogg agreed to call it in this evening.
Cllr Hogg said he was the assigned officer for Buckinghamshire Design Code and offered any help with the Neighbourhood Plan design code. Cllr. Hogg requested to see the work done to date on Design Codes. It was explained that it was very much in the draft stage and still with our consultants
Cllr Hogg was asked by Councillors to explain the pothole system which he made.
Meeting re-convened at 8.53pm.
152/PC/22 – School Traffic/Traffic Watch Update
Cllr Carter reported that Cllr Bagge had been told that Buckinghamshire had a plan to spend £110k on live cameras but not in Stoke Poges, Cllr Bagge is following this up to find out why.
NOTED Clerk has requested a meeting with the Head.
153/PC/22 – Pioneer Secondary Academy
Cllr Carter has requested several meetings with the school and residents but the school are not responding, she will keep trying.
154/PC/22 – Carols on the Green 26 November 2022
Update and debrief from event.
The final figures should be ready for January 2023. Cllr Cox said and everyone agreed that Cllr Carter and the working party had done a fabulous job with organising the event, it was the biggest crowd ever, so well attended. Thanks were given to everyone involved from setting up to clearing up and helping on the day.
Individual letters of thanks have been sent. Cllr Carter has already done a stock take ready for next year and has put together a manual for future events. One gazebo needs replacing but it was 12 years old.
NOTED profits will go to The Friday Club.

NOTED & AGREED that the Post-Christmas Tea Party will take place on 17 January 2023 in the Pavilion, Clerk has given permission.
