Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 6 JULY 2026 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: Cllr Carter (Chair), Cllr Bassi, Cllr Crocker, Cllr Finan, Cllr Pritchard & Cllr Wilson

050/PC/26 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public, and press and 15 minutes will be reserved, if required, for public comments on items on the agenda. None

051/PC/26 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted for Cllr Harwood.

052/PC/26 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

053/PC/26 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 8 June 2026 which were signed by the Chair.

054/PC/26– Review of all adopted Policies.

Cllr Finan proposed adopting all the policies this was seconded by Cllr Crocker, RESOLVED to

agree all in favour.

055/PC/26 – Southeast Bucks Board

Update from Cllr Bassi is that there are no future dates for meetings yet and no Minutes have been received from the last meeting. They are however on the website to view.

056/PC/26 – SBALC

Nothing to update from Cllr Carter.

057/PC/26 - Buckinghamshire Council Report

No Update on any issues from Cllrs Moore and Dhillon who were not present.

058/PC/26 – Chairman’s/Councilor’s Update from last meeting.

Cllr Finan reported that the gate was not manned during the fete or locked. He locked it in the evening after having to find the owner of a car who was in there using the MUGA. Clerk asked to write to the Fete Committee outlining the agreed rules around leaving the gate unlocked and unmanned.

The sports day at the school last week caused chaos for parking in the Rogers Lane area, cars

were double parked and dangerously parked on Rogers Lane. Clerk to get future dates and inform parking enforcement in advance.

Cllr Finan and Carter reported an incident in the Bells Hill Rec on Saturday afternoon; the Air Ambulance was called and landed on site.

The Church has asked the Clerk if they can use the Pavilion as a one-off event on 26 July for den building/picnic event. All AGREED this was fine provided the usual criteria is adhered to for using the facilities, risk assessment, litter pick, do not use public bins or bins in pavilion, gate to be kept closed and then locked after, no cars to be left inside, pavilion is cleaned and left as found, we cannot stop other users of the rec etc., Clerk to write.

059/PC/26 – Buckinghamshire Council Local Plan

Nothing to update on spatial planning document.

060/PC/26 – Buckinghamshire Land Sales/Lease

AGREED by all that the Clerk would seek help from other councillors to write regarding the lease of the field and Bells Hill Green Bring back to September with responses.

061/PC/26 – Football Club

NOTED response to the Clerks questions. AGREED by all that they have one season as previously agreed and then we review going forward next year.

062/PC/26 – Tennis Club Lease

Update given from a meeting held with our solicitor today with the Chair and Clerk, following further requests from the club about the lease. It was AGREED by all that we should accept our solicitor’s advice of bring this to a completion and if they do not respond this week the Clerk should write again outlining that there is a deadline of end of July 2026 to sign the lease otherwise the club will have to cease using the facilities.

063/PC/26 – Friday Club Requests

Request for a stall for a raffle and if there is any charge AGREED by all that as a not-for-profit organisation they can have a stall at the evening on 28 November 2026 with no charge.

Request to re-imburse for their insurance which was renewed in April of this year. The first year’s insurance was paid by the Parish Council by way of a set up grant. As the club is in a sound financial position, Cllr. Finan proposed we did not pay the grant this year as it is not an ongoing grant, seconded by Cllr Wilson RESOLVED to agree 5/1.

The Clerk was asked to gain proof of the first aid course taking place and the costs for audit purposes and proof that the Parish Council had been removed from the constitution as previously requested.

064/PC/26 – Stoke Common

Cllrs. Carter and Crocker met with representatives from the Corporation of London and Burnham Beeches/Stoke Common to discuss whether protections similar to those in place at Burnham Beeches, including SAC-related measures and an exclusion zone, could be applied to Stoke Common.

It was agreed that any large-scale planning applications would be shared with BB’s so that they can comment, they will share their comments with the PC. Lines of communication have started which is a positive step forward.

065/PC/26 – Conservation Areas

Update on Stoke Green Conservation Area meetings held.

Duffield House and the Polish Club do not fit with in the Stoke Green Conservation Area, however they may well fit into the Stoke Park CA. The Parish Council will liaise with Buckinghamshire Council and look at the probability of this. Cllrs. Carter and Crocker have a meeting with Buckinghamshire Council on the 9th of July 2026. Bring back to September.

066/PC/26 – Charitable Trusts

Cllr Finan proposed to agree work costs from legals for advice to look at putting any land the Parish Council own under a charitable trust for protection in the same way other land is protected. Plough Lane costs will be £1450.00, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.

067/PC/26 – WWFC/The Buckinghamshire.

Update given from Cllrs. Carter and Crocker on a meeting held with the CEO of WWFC.

WWFC are in talks with Buckinghamshire Council in bringing forward a master plan. BC are suggesting that the sports dome is built towards Park Road which will be highly visible from the street. BC are also suggesting that the main entrance and exit also be located on Park Road. The golf course will be located around part of the circumference. Cllrs. Carter and Crocker disagreed with these suggestions. They also suggested that WWFC should hold an open event in Stoke Poges considering most of the harm will be felt here and that WWFC put together a questionnaire to capture the publics comments.

068/PC/26 – Wexham Golf Club development.

Cllrs Carter and Crocker met with representatives of Hawbridge Land. They are in talks with Buckinghamshire Council so they can put forward a master plan. They are also in talks with Carousel Buses to see if busses can create extra bus stops within the estate on the Wexham side. Hawbridge Land also shared that they have a report stating that any postural new homeowners/ tenants will gravitate towards Slough for their services. The Parish Council have requested a copy of this report.

069/PC/26 – Parking on Junctions

Cllr Bassi proposed the costs for Access Protection Markings £1500 in Bells Hill Green is accepted and paid for using CIL money this was seconded by Cllr Carter, RESOLVED to agree all in favour.

Cllr Carter updated on discussions that have taken place with Buckinghamshire Council and Thames Valley Police in connection with the junction of Rogers Lane and Hastings Meadow. AGREED by all to get costings and drawings for a potential new footpath to make the area safer for pedestrians.

070/PC/26 – Bells Hill Recreation Ground

Cllr Crocker proposed to accept the quote from Greyhound regarding replacement of slide and other necessary improvements of £15300.00 to be taken from both the playgrounds and repairs budgets, this was seconded by Cllr Bassi. RESOLVED to agree all in favour.

Request from neighbour about play area. AGREED by all that the play area and the recreation ground have been there far longer than any of the surrounding houses. The play area cannot be removed or re-located, the neighbour will need to take their own measures to screen their property and if there is ASB they should call the police.
