Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 7 JULY 2025 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: Cllr Crocker (Chair), Cllr Bassi, Cllr Pritchard & Cllr Wilson

In Attendance: Mrs J Simmonds (Clerk)

043/PC/25 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and 15 minutes will be reserved, if required, for public comment on items on the agenda.

None

044/PC/25 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted for Cllr Carter, Cllr Finan and Cllr Harwood. Also apologies received from County Cllr Moore.

045/PC/25 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

046/PC/25 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 9 June 2025 which were signed by the Chairman.

047/PC/25 – Beeches Community Board

Nothing to update from Cllr Bassi other than email circulated with new board details.

NOTED email and details about new boards.

048/PC/25 - Buckinghamshire Council Report

Cllr Dhillon reported he is trying to get a meeting with Parking Enforcement because Wexham, and the Farnham’s are also having the same issues as Stoke Poges. To report back.

A discussion took place around the meeting held with the Enforcement Manager.

Cllr Dhillon is targeting parking enforcement and planning enforcement and hopes to make progress on them both by the end of the year.

Cllr Dhillon has asked officers to visit Bolds Court.

The Local Plan should be finished by the end of next year.

Civil Enforcement have issued five £500 fines for littering from a motor vehicle.

The Country Park application is going in soon and it should be completed by the end of this year.

049/PC/25 – Chairman’s/Councilor’s Update from last meeting.

Update given on the planning forum meeting, discussed the GDPR rules around public comments, Cllr Wilson to contact the Parish Councillor whose role was in GDPR.

050/PC/25– Neighbourhood Plan

NOTED Referendum held 26 June 2025.

NOTED 516 parishioners voted. There was a 13.4% turnout.

52 voted no

464 voted yes.

NOTED Neighbourhood Plan was adopted.

NOTED that Cllrs Carter and Crocker met with the Neighbourhood Plan Team on 2nd July to discuss housing targets and how they impact the Plan.

051/PC/25 – Stoke Poges News/Flash

NOTED AND AGREED timetable of set up circulated.

052/PC/25 – Sefton Park

Meeting held with Cllr Carter and Cllr Crocker and the agent. Site is up for sale again. Question over need for flats and apartments. Talks of retirement home, data centre.

A public consultation will take place by the agents in September/October.

053/PC/25 – Bug Hotels

NOTED proposal from Horticultural Society.

AGREED by all that we have not actually given permission, just in principle and that must be

re-iterated to the society.

AGREED by all that 1 meter around each hotel is far too big an area.

AGREED by all that the council would like to see a design/gardener’s plan drawing.

Will plants like Sunflowers and Poppies that grow tall and block out the view of the hotel? Are the plants attractive to bees or deferring? Council was expecting a few low bedding style plants not a big landscaping area.

054/PC/25 – Bells Hill Recreation Ground Drainage

Brought back from Finance meeting to discuss what works could be carried out to alleviate flooding.

DISCUSSED & NOTED that all avenues have been exhausted regarding the flooding and drainage over the years and AGREED by all that it is surface rainwater from the water table that is the issue and there is nothing more than can be done. Drainage and French drains and bunds and trees have already been done, but with the heavy rainfall we are experiencing in the winters now it is

Unavoidable and that area has always flooded.

055/PC/25 – VJ Day – 15 August 2025

RESOLVED to agree by all that the beacon is to be lighted and a small flagpole event to be held, laying of a wreath and a small reading/hymn.

Buckinghamshire Council Notification of Wexham Neighbourhood Plan – Publication of plan proposal – Regulation 16 of The Neighbourhood Planning (General) Regulations 2012

NOTED and agreed that we had already submitted ‘No Comment’.
