183/PC/21 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

One member of public read out a statement about an item not on the agenda which the Chairman noted, one other member of public supported the statement.

184/PC/21 – Apologies for Absence

185/PC/21 – Declarations of interest      

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

186/PC/21 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 8 February 2021 which will be signed by the Chairman. 

187/PC/21 – Buckinghamshire Council Report

Cllr Bagge reported that the final budgets for next year had been accepted.  He also reported that gully emptying will take place in the whole County and every gully will have been emptied by 2022.

188/PC/21 – Chairman’s Update from last meeting.

Cllr Bagge thanked Cllr Cox for taking delivery and dispensing out the Stoke Poges Newsletters to the deliverers in the village.  Cllr Bagge thanked all of the councillors and residents that turned out for the litter picking session on Saturday 6 March.  He also reported that the Beeches Community Board had approved and signed off many applications for its first year in operation and are making good progress.

189/PC/21 – Khalsa School

Cllr Carter reported that the current Trust are wanting to take the Education Funding Agency to a Judicial Review.  Cllr Egleton reported that the planning application for the Focus School has gone to appeal.

190/PC/21 – Beeches Community Board

Cllr Egleton reported that the Old & Vulnerable group projects and a new pen pal project are well underway, also Trading Standards are helping to support vulnerable people with telephone screening devices and video front doorbells.

191/PC/21 – Neighbourhood Plan

Cllr Carter reported that the working party have been through the scoping documents and this included a lot of embedded documents, which resulted in lots of reading.  They have learnt a lot from other plans and questions have been put together for a meeting scheduled for 10 March.  Cllr Egleton reported that he walked for 2 hours with the consultants last week and showed them many historic areas in the village, the consultant had already walked the Wexham side of the village and was off to explore the Church and the Memorial Gardens, he was very interested and took lots of photos.

192/PC/21 – Email Addresses

Cllr Cox and the Clerk are still working on the migration.

193/PC/21 – Defibrillator

Cllr Crocker has explored the possibility of a solar powered defibrillator, but reviews are not good, and they are expensive.  Still investigating areas, and it was discussed about possibly installing a feeder pillar.  Cllr Crocker to walk the area and see if there is a suitable site.

194/PC/21 – Bus Lanes Slough    

Response received from Slough Borough Council. Circulated.  Agreed to send to resident.

195/PC/21 – Bank Accounts         

NOTED that another account has not been started as yet!

196/PC/21 – Pond

Cllr Carter proposed that the Quote for fencing work is accepted, this was seconded by Cllr Egleton,  RESOLVED to agree all in favour.

197/PC/21 – Standing Orders      

Cllr Carter propose to resolve to agree to update our Standing Orders to the latest NALC Model Standing Orders for England 2018 (amended 2020).  To be ratified and agreed at the April meeting, this was seconded by Cllr Finan, RESOLVED to agree all in favour.

198/PC/21 – Bus Timetable Changes         

NOTED bus timetable changes from Carousel and Redline, Cllr Bagge will include them in the next SPN.

199/PC/21 – Planning Policy

NOTED notice of Local Plan.

200/PC/21 – HS2 Road Safety Fund

NOTED Open for applications. AGREED not really affecting this area enough to warrant a claim.

201/PC/21 – Hastings Meadow

Cllr Bagge proposed to site a litter bin near the bus stop at Hastings Meadow and accept quote from County for a steel bin, this was seconded by Cllr Egleton, RESOLVED to agree all in favour.

202/PC/21 – Elections

NOTED that elections will take place on May 6, 2021, circulated details of briefing sessions.

203/PC/21 – Virtual Meetings

NOTED that virtual meetings are due to stop after 7 May 2021, there is much debate still going on and this may change.  To gauge a feeling of how this Council want to proceed, as there is no provision as yet to be allowed to carry on virtually.  AGREED that there are concerns over face-to-face meetings but will have to be guided by Government.

NOTED & AGREED that the Annual Parish Meeting will take place on 22 April 2021 via Zoom.

204/PC/21 – Notice Boards

Cllr Crocker proposed to accept the quotations for the Oak Noticeboards and installation and replace three in the village, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

205/PC/21 – Store Cupboard

Cllr Carter reported that the store cupboard will close at the end of March 2021 but they will still continue to support some families until the grant runs out.

206/PC/21 – Meeting Dates 2021/22           

NOTED & AGREED agree meeting dates.
