Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL TO BE HELD ON MONDAY 8 SEPTEMBER 2025 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: Cllr Carter (Chair), Cllr Bassi, Cllr Finan and Cllr Pritchard

In Attendance; Mrs J Simmonds (Clerk)

Also Present: One Member of Public and Cllr Dev Dhillon.

Agenda Items

060/PC/25 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and 15 minutes will be reserved, if required, for public comment on items on the agenda.

One member of public asked for help with some anti-social behaviour and was signposted.

061/PC/25 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted for Cllr Crocker, Cllr Harwood and Cllr Wilson.

062/PC/25 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

None.

063/PC/25 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 7 July 2025 which were signed by the Chairman.

064/PC/25 – Southeast Bucks Board

Not much to update from Cllr Bassi as meeting not taken place.

Cllr Bassi is to attend the Southeast Bucks Board Meeting 10 September 2025 in person and report back in October.

065/PC/25 - Buckinghamshire Council Report

Cllr Dhillon reported that the Local Plan consultation is now live online on Buckinghamshire Councils website until end of 2027.

The adult Care Centre in Burnham has been under for some time; this will now close but will amalgamate with Sellers Hose in Beaconsfield.

Parking Enforcement met with Cllr Dhillon and Cllr Carter via Teams and agreed to assist b sending an enforcement officer. As a result, they attended the school today and moved on 15 cars and issued 1 ticket. They have agreed to regularly support Stoke Poges.

A meeting with the Local Area Technicians took place with Cllr Dhillon and Cllr Carter via Teams, it was a positive meeting giving a better understanding of how the system works.

All three County Councillors have been asked to call in three planning applications. Cllr. Carter will check the portal to ensure this has happened.

Cllr Dhillon is to chase Stephanie Penny following the meeting held a few months ago for an update.

Cllr Dhillon has received a request for a bench anywhere in Plough Lane, restrictions as to where it can be put, suggestions as to where it should go will be sought.

An email has been received about the Heathrow expansion and will be on the next agenda.

Cllr Dhillon gave his apologies for the October meeting.

066/PC/25 – Chairman’s/Councilor’s Update from last meeting.

Cllr Finan said he was slowly getting to grips with the MVAS.

Cllr Carter updated the committee on 61 Vine Road.

067/PC/25– Neighbourhood Plan

Agree to remove from this agenda and keep on the Planning agenda.

068/PC/25 – Stoke Poges News/Flash

A report was tabled from the editor; it was agreed that it was a huge success already and congratulations were given to the editor.

069/PC/25 – Sefton Park

Update given that bore hole testing has taken place and the application for class MA has been approved at planning.

070/PC/25 – Rogers Lane Corner

Cllr Pritchard proposed that due to many complaints by residents we go ahead with the installation of Birdseye/ascot fencing and that it is paid for out of CIL money, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.

071/PC/25 – BMKALC

NOTED request for us to join. NOTED that they will be attending the November 2025 meeting to discuss.

072/PC/25 – Buckinghamshire Highways Stakeholders Conference

NOTED that this is to be held in person on 29 September at Aylesbury at 1pm. Cllr Bassi will see if she can attend.

073/PC/25 – Clerk/RFO/Title

Deferred to HR.

074/PC/25 – Request to locate a Telecom Hop Tower

NOTED Request to locate a Telecom Hope Tower on land East of Duffield Lane. AGREED by all to meet on site. Cllr Harwood had previously agreed to do this with the Clerk if necessary. To meet and bring back.

075/PC/25 – Land at Bells Hill Recreation Ground

NOTED that this has now been officially registered with The Land Registry to Stoke Poges Parish Council.

076/PC/25 – Carols on the Green 29 November 2025

NOTED date change.

Cllr Pritchard proposed Bucks Vision as the chosen charity this year, this was seconded by Cllr Finan, RESOLVED to agree all in favour. Cllr Finan asked if the Council could match fund the amount raised for Bucks Vision or offer a grant at an agreed amount, agreed to bring back to the next agenda for decision.

NOTED that the Rock Choir cannot attend due to a national event on the same date. Cllr Bassi will ask the Singers. AGREED by all to kick off the event at 5.45pm with Santa on his procession and end at 8pm. Marshalls are required. The Sleigh needs checking and the towing of the Sleigh has also been sorted out. The SAG and paperwork were submitted in August. Cllr. Carter is working on stalls.

077/PC/25 – Artisan Market

Update was that the 3rd artisan market held on 6th Sept, was a big success, thanks to all involved.

078/PC/25 – Threeways Surgery

Update given on surgery forum held on 4th Sept approx. 58 people attended.

Update given on recent meetings with Threeways Surgery and NHS Bucks on how to better support residents accessing appointments and future support groups.

Cllr Finan proposed that the Parish Council fund the sessions for the room hire for upcoming regular support groups ongoing and see how they go, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.

080/PC/25 – Parking Enforcement

Already updated under item 065 on the meeting held with Cllrs. Dhillon and Carter and parking enforcement.

081/PC/25 - Planning

NOTED 3 planning applications have been called in to the Southeast Planning committee.

NOTED a complaint has been made to the head of planning about poor information given to the Planning Inspectorate about an ongoing appeal.

NOTED an application in Clevehurst Close has had its appeal dismissed mostly because of the policies mentioned in the recently adopted Neighbourhood Plan.

082/PC/25 – Conservation Areas

AGREED by all that the Clerk should write to the Heritage department at County regarding a recent discovery of there own policy which has been ignored.

083/PC/25 – Farnham Park Golf Course

NOTED takeover of lease to Wycombe Wanderers for Farnham Park and the Golf Course. Website set up opposing the takeover. AGREED to speak to Farnham Parish Council and bring back to October.
