Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 9 FEBRUARY 2026 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: Cllr Carter (Chair), Cllr Bassi, Cllr Crocker, Cllr Finan, Cllr Harwood & Cllr Wilson

In Attendance: Mrs J Simmonds (Clerk)

191/PC/26 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public, and press and 15 minutes will be reserved, if required, for public comments on items on the agenda. None

192/PC/26 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted for Cllr Pritchard.

193/PC/26 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

194/PC/26 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 12 January 2026 which were signed by the Chair.

195/PC/26 – Southeast Bucks Board

Cllr Bassi attended the last meeting; it was noted that there would be another community awards event this year and there would be 10 awards given over the area. The Council have been offered 2 mini libraries for free. The next meeting is on 11/3/26 in person at Beaconsfield.

Councillors Bassi and Carter attended a Teams meeting with the officer in charge of our ward to explain what our priorities are and explained that the main ones are the Community Hub and Friday Club.

Cllr Finan proposed that we accept the free mini library boxes and agree to the cost to install 2 library boxes up to a maximum budget of £500 from CIL money, this was seconded by Cllr Crocker. RESOLVED to agree all in favour. AGREED one to go on Bells Hill Green and one at Tubwell next to the notice boards.

196/PC/26 – SBALC

Cllr Carter attended the meeting in Beaconsfield, each Parish discusses three ongoing issues and then other Parishes reply on their experiences and advice. It was apparent that Planning was the biggest issue for all with concerns for so many more houses being built without the back up of schools, doctors, transport, hospitals etc.

Another Parish said that they had been are consulted on S106 agreements whereas in our experience and it seems that Stoke Poges are not. We requested that Cllr Dhillon find out why.

The HEELA document which includes the Call for Sites is due for publication on 10/11 February. Once received Towns and Parishes will have14 days to respond.

197/PC/26 - Buckinghamshire Council Report

Cllr Dhillon talked about the Local Plan as above.

Cllr Dhillon is chasing the officers about the birdcage fencing for us.

Parking Enforcement do not have enough staff; it was agreed that a rolling rota would be good.

Cllr Finan asked why gulleys were not being cleared, Cllr Dhillon was surprised to hear this and will investigate and share findings with the Clerk.

Cllr Bassi asked what was happening at the Country Park, Cllr Dhillon to report back.

Cllr Harwood asked about how to get 20mph in the village, it was agreed that there was no appetite around the table for this and that it had been investigate before and refused.

207/PC/26 – Golf Club/Wycombe Wanderers.

Update given on meeting held with Cllrs. Carter and Crocker and the MD of Wycombe Wanderers. NOTED appended notes.

It was agreed that the clerk should write to the Mobbs society to see if they are aware of the situation.

198/PC/26 – Chairman’s/Councilor’s Update from last meeting.

Cllr Finan said that he had changed the batteries in the MVAS and will meet up with CR Grounds Maintenance soon to discuss them quoting to take on the work.

Cllr Bassi said that the planning forum meeting with ONH was very good.

The next Buckinghamshire Council planning forum is on 16/2/26 at 10am.

Cllr Carter has been approached about holding a community event this summer, add to next agenda to discuss.

BALC have requested nominations for the Royal Garden Party this year, Cllr Harwood to complete the forms and return.

199/PC/26 – Stoke Poges Community Hub.

Update on second meeting held on 15 January 2026 was it went well and Bucks Vision did a presentation,

Next meeting is on February 19 and the speaker will be talking about abuse in the household.

200/PC/26 – Buckinghamshire Council Local Plan

Update given on meeting held with consultant and neighbouring parishes regarding the Spatial Housing Analysis project. The group are meeting again face to face on 24 February 2026 at 11.00am.

NOTED that ONH would like to use Stoke Poges Neighbourhood Plan as an example of a working plan at a national awards competition.

201/PC/26 – Buckinghamshire Land Sales/Lease

NOTED November 2025 that the land being leased to a dog walking tenant will not be up for sale/lease as previously thought. Brought back from last three meetings to discuss further with Cllr.

Harwood.

Clerk to send email trail to Cllr Harwood who will draft a response.

202/PC/26 – Reception/Cups

NOTED the confirmed date of the reception which is Friday 20 March 2026 toagree all in favour the two cup recipients, It was proposed by Cllr Wilson that Jim Budd the Flag master will receive the Caldecourt Cup and Stoke Poges Players will receive the Jubilee Cup, this was seconded by Cllr Harwood. RESOLVED to agree all in favour.

203/PC/26 – Bells Hill Green

NOTED that there was £7143.90 in the Bells Hill Green working party fund which has folded. These funds have been transferred back into the Parish Council account. Cllr Crocker proposed to resolve to agree to transfer them into the earmarked reserve Bells Hill Green Fund for future ongoing works, this was seconded by Cllr Finan, RESOLVED to agree all in favour,

204/PC/26 – Rose & Crown Public House

NOTED that the Rose & Crown Public House has successfully been registered again as an asset of community value with Buckinghamshire Council for a further five years.

205/PC/26 – Football Club

NOTED a request from a neighbouring club to use the facilities at Bells Hill. Details tabled. AGREED that Cllr Harwood, Cllr Carter and the Clerk would meet again with the proposer on site. Bring back.

206/PC/26 – Tennis Club Lease

Update given regarding new lease, Cllr Carter, Cllr Harwood and the Clerk had been through it in detail and have sent some questions back to the solicitor. Bring back.

212/PC/26 - Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.

Update given on proposed meeting with architect. Bring it back.
