Introduction
MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 9 MARCH 2026 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.
Present: Cllr Carter (Chair), Cllr Bassi, Cllr Crocker, Cllr Finan, Cllr Harwood, Cllr Pritchard and Cllr Wilson.

217/PC/26 - Minutes
RESOLVED to approve the minutes of the Council meeting held on 9 February 2026 which were signed by the Chair.
218/PC/26 – Southeast Bucks Board
Nothing to update from Cllr Bassi and Cllr Carter, the date of the next meeting is 11 March 2026.
NOTED that installing the 2 library boxes as supplied by the Community Boards free of charge, will be £112.00 each.
219/PC/26 – SBALC
Update from Cllr Carter is just that the sharing of information between Parishes is working well.
220/PC/26 - Buckinghamshire Council Report
Cllr Dhillon said that he had forwarded information on the Country Park.
He is getting a schedule sent through that has a tool to show which gulleys have been cleaned and when.
The Meeting with Farnham Golf Club did not take place.
Officers are coming back to him with regards to the Birdcage fencing installation on Rogers Lane/Hastings Meadow.
221/PC/26 – Chairman’s/Councilor’s Update from last meeting.
Cllr Bassi has received an email from the Stoke Poges Singers regarding this year’s Carols event, to be sent on to the Clerk to reply.
Cllr Finan has looked for the charity information on the Farnham Golf club but cannot find it.
Cllr Carter reported that the clerk had been informed of the passing of Heather Huntley BEM who was a previous Parish Councillor for Stoke Poges and was an integral part of the community. Thoughts are with her family.
222/PC/26 – Stoke Poges Community Hub.
The third meeting held on 19 February 2026 went well apart from the speaker from Hourglass did not show up.
A member of staff from the surgery has joined the group and will attend regularly.
Next meeting 19 March 2026 – talk from the Fire Brigade.
223/PC/26 – Buckinghamshire Council Local Plan
Update on meeting held with consultant and neighbouring parishes regarding the Spatial Housing Analysis project, on 24 February 2026. Documents from meeting circulated and emailed to all.
councillors.
To note next meeting is 14 April 2026.
224/PC/26 – Buckinghamshire Land Sales/Lease
NOTED November 2025 that the land being leased to a dog walking tenant will not be up for sale/lease as previously thought.
Update from Cllr Harwood is that an email has been sent to officers asking for consideration on being involved in applying when the lease comes up for renewal in 2027 and that the Council would
consider applying for it to become a Community Asset. Bring back when response is received.
225/PC/26 – Reception/Cups
NOTED date of the reception which is Friday 20 March 2026 and agreed to arrive to set up from 7.30pm. Cllr Finan will take care of the PA system.
226/PC/26 – Football Club
NOTED a request from a neighbouring club to use the facilities at Bells Hill and an update was given from an onsite meeting with the club, Cllr Harwood, Cllr Carter and the Clerk.
Cllr Crocker proposed that we allow the club use of the facilities on a trial basis for the one season or first year for one under 15 team and then review it. Charges will be standard as per Buckinghamshire rates for that season, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.
NOTED hire agreement is still with the solicitors, and this must be signed by both parties to commence.
227/PC/26 – Tennis Club Lease
NOTED hire agreement is still with the solicitors.
228/PC/26 – Golf Club/Wycombe Wanderers.
NOTED that councillors were going to the meeting arranged last week but as the stakeholders were not attending, they did not go. AGREED Clerk to write to CEO to get an update.
229/PC/26 – Conservation Area
Update given from meeting held with officers about the Stoke Green Conservation Area extension.
Cllr Finan proposed final charges given up to £13k required to pay for the consultants and officers to do the work, which was agreed by all on email mid-February, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.

NOTED & AGREED meeting dates from May 2026 – April 2027.
231/PC/26 – Horticultural Show and Fete Parking
Cllr Crocker proposed to agree to the parking in Bells Hill Recreation Ground for this year’s shows, same criteria as always:
‘to agree to both requests subject to the usual conditions which are provided that the gate is not left open or unlocked at any time during the day, that it is manned and the parking properly organised by Marshalls especially when driving onto’ the recreation ground which will be being used by residents as usual with children and dogs, and that it will be locked up at the end of the day. If the weather is particularly wet, then cars must not be allowed to drive onto the recreation ground at all and only the immediate car parking area is to be used’
this was seconded by Cllr Harwood, RESOLVED to agree all in favour. Cllr Harwood to pre and post inspect the site on 13 June and 25 July.
232/PC/26 – Bells Hill Recreation Ground
NOTED and agreed works will take place to re-instate the boundary fence along the entrance of the recreation ground to the pond under maintenance.
233/CP/26 – Christmas Lights 26/Flagpoles
NOTED quotation for new lights in all trees for 2026 and additional lights for extra trees on the Green and over the road on Hollybush Hill. Total £24723.00. Cllr Crocker proposed that we accept part of the quote to cover the 4 natural trees at Village Hall - £5330.00, Service existing lighting at Bells Hill/Hollybush Hill and The Green, £1200, and Dress the Main Christmas Tree £495.00, and to ask for a new quote for the additional trees to be more clear and include a map, this was seconded by Cllr Harwood, RESOLVED to agree all in favour.
Cllr Finan proposed to agree quotation to service both flag poles clean them and replace finial and pulley system - £931.20, this was seconded by Cllr Pritchard. RESOLVED to agree all in favour.
234/PC/26 – Event 2026
DISCUSSED and decide whether to hold an event in the Rec in 2026, it was agreed to a potential date of 28 June 2025 to hold a bring your own picnic in the rec with music through the PA system. Councillors to think about it and discuss with friends, neighbours, families and bring back to the next meeting to agree if there is enough interest.

Cllr Carter proposed to RECEIVE and AGREE 2026 Financial Risk Assessment, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
NOTED that Nationwide Building Society Account is closed and funds transferred to Lloyds, to decide whether to transfer them to any of the other accounts to spread the risk. Cllr Finan proposed that the funds are split between the other two savings accounts, Redwood, and Buckinghamshire Building Society, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.

AGREED to thank architect for his time and bring back as and when necessary.
