Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE

STOKE POGES PARISH COUNCIL HELD ON MONDAY 10 MARCH 2025 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: - Cllr Carter (Chair), Cllr Bassi, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Pritchard and Cllr Webster.

In Attendance: Mrs J Simmonds (Clerk)

216/PC/25 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and 15 minutes will be reserved, if required, for public comment on items on the agenda.

217/PC/25 - Apologies and Acceptance for Absence.

It was RESOLVED to accept the reasons for apologies given by Cllr Bagge, Cllr Knox-Scott and Cllr Moore, Apologies from Cllr Flower were not accepted or approved.

218/PC/25 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

219/PC/25 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 10 February 2025 which were signed by the Chairman.

220/PC/25 – Beeches Community Board

Cllr Bassi gave a brief update from the meeting on 25 February 2025, Cllr Carter had written a report from the meeting which was tabled and read out.

Cllr Carter updated on the Simply Walking initiative, saying that the initial meeting will be 1 April 2025 and posters and flyers have been distributed.

Cllr Bassi confirmed that an Eco Audit report holds no legal standing.

221/PC/25 - Buckinghamshire Council Report

No report was received.

222/PC/25 – Chairman’s/Councilor’s Update from last meeting.

Cllr Finan and Cllr Bassi attended the Crime panel meeting on Saturday, there were 7 people in attendance from Stoke Poges, Farnham's and Wexham.

Cllr Carter reported that under planning Rotherfield is still being investigated and Clevehurst Close has gone to appeal and we have submitted further comments.

223/PC/25– Neighbourhood Plan

NOTED that the Neighbourhood Plan has passed external examination, the next step is referendum. Cllr Carter has asked County when that might happen. The External Examiners report can now be uploaded to the website

Sefton Park has now been sold to a developer.

224/PC/25 - Proposal to extend the Conservation Area in Stoke Poges

An email was received from the officer at County regarding the areas in question which was circulated prior to the meeting. It was agreed that one area Stoke Green should be pursued at the costs quoted of up to £11k to

Engage with their consultants to extend. Cllr Crocker proposed that we do due diligence and go ahead with the quote, this was seconded by Cllr Pritchard, RESOLVED to agree 6-1. To ratify the spend at the next meeting.

225/PC/25 – Village Halls Week

DISCUSSED the event being held on 22 March 2025, Clerk to send an email to all councillors asking who will be attending to man the Parish Council stall. It was agreed that we will offer the history books. We will have a copy of the Neighbourhood Plan/ planning policies as well as the questionnaire regarding communication. We will take a note of any questions that may need answering.

226/PC/25 - VE Day (80 Years) 8 May 2025 – VJ Day (80 Years) 15 August 2025

Cllr Bassi has an agreement for the Stoke Poges Singers to perform at the 8 May 2025 event, they cannot do the 15 August, so it was agreed just to light the beacon that evening.

227/PC/25 – Reception 21 March 2025

DISCUSSED and agreed set up time of 7.30pm for an 8pm start. Cllr Webster to set up the PA system, 94

confirmed attendances so far. Councillors to attend to help set up as well as clear away.

228/PC/25 – Electronic Notice Board

The committee went through the questionnaire and agreed to all of the changes to be made. A deadline of 30 April 2025 was set for responses. Results to be taken to the May meeting for further discussion and decision.

229/PC/25 – Wexham Street Zebra Crossing

NOTED request from Cllr Hogg to part fund a zebra crossing on Wexham Street. AGREED by all that no

requests for a crossing had been received by the council, no reports of road traffic collisions, at the last check made by the council some years ago a Zebra crossing was in the ballpark of £85k plus. RESOLVED to agree all in favour not to agree to this consideration.

230/PC/25 – Country Park

NOTED answers to questions asked about the park by Cllr Carter.

231/PC/25 – Threeways Surgery

Update given by Cllr Carter on meeting with the Practice Manager regarding Stoke Poges Friday Club.

NOTED correspondence from the surgery in connection communication in general and the Electronic Noticeboard idea. It was agreed that it was a good idea to keep the lines of communication open as things like housing developments will have an impact on the surgery.

232/PC/25 – Parish and Town Planning Forum

Update and report read out by Cllr Carter and discussed by all on the recent Parish and Town Planning Forum. The second part of the form will take place 12th March via Teams, Cllr. Carter encourages councillors to attend if possible.
