Introduction
MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 10 JUNE 2024 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.
Present: - Cllr Carter (Chair), Cllr Bagge, Cllr Bassi, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Flower, Cllr Moore and Cllr Pritchard.

026/PC/24 - Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and 15 minutes will be reserved, if required, for public comment on items on the agenda.
The deputy clerk to Iver Parish Council was at the meeting to observe how our meetings ran.
027/PC/24 - Apologies for Absence
APOLOGIES were received from Cllr Knox-Scott.
028/PC/24 - Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

029/PC/24 - Minutes
RESOLVED to approve the minutes of the Council meeting held on 13 May 2024 which were signed by the Chairman.
030/PC/24 – Beeches Community Board
Cllr Bassi said that all meetings had been cancelled because of the upcoming election. No further update on the recent Health and Wellbeing event.
Cllr. Carter had received information via Cllr. Egleton from the event as there was an officer present that
coordinates organised walks. Cllr. Carter passed the relevant email address to Cllr. Bassi. It was suggested that in the event that Cllr. Bassi is unable to attend meetings or events that she liaises with other Councillors to see if they can attend.
031/PC/24 - Buckinghamshire Council Report
Cllr Bagge confirmed that most meetings had been cancelled due to the upcoming election, no update.
032/PC/24 – Chairman’s/Councilor’s Update from last meeting.
Cllr Carter reported that the D Day event had gone really well, 150-200 people attended. Thanks were given to two young residents who did poem readings, thanks to Cllr Finan for arranging the gas and lighting the beacon, thanks to Cllr Bassi for organising the singing in the club and to the Stoke Poges Singers for attending. It was AGREED by all to leave the bunting up for a couple more weeks then removed and offer to anyone who might like some as a keepsake.
Cllr Bagge reported that he attended a Heritage Walk meeting, a new map of the walk is almost ready and there will be buoyancy aids for the lakes.
Cllr Moore reported that the Village Fete was a big success and very well attended.
Cllr Carter reported that the Friday Club 2 year anniversary event went really well, 68 attended for lunch of fish and chips, they had a singer and attempted a group photograph. There is a growing waiting list to attend.
033/PC/24 – Neighbourhood Plan
The Buckinghamshire Council consultation is still taking place and is available on their website with a link to it from the Parish Council website. The next step is an external examination, we are waiting to be notified who this might be.
Cllr Carter reported that the neighbourhood plan was mentioned by the Planning Officer in a refusal of planning permission as the application conflicted with the Stoke Poges Parish Council Neighbourhood Plan Design Code. This was felt to be a positive step forward
034/PC/24 – Plough Lane Jogging Path
NOTED that the Decision date 17 June 2024.
NOTED that the contractor has pencilled in a start date of 1 July 2024.
035/PC/24 – D-Day 6 June 2024
Already covered under item 032.
036/PC/24 – Pavilion Solar Panels
It was AGREED by all that Solarbility is the preferred quotation and agreed for the Clerk to ask these further questions and bring back to the July meeting for final decision.
Would scaffolding be required as an extra cost.
Would bird guards be required as an extra cost.
Will we need to upgrade to a smart meter.
Certificate regarding buying back.
Declaration of the quality of the installation Ask who we are buying from Ask who we are selling to!
037/PC/24 – Hollybush Hill/School Lane Yellow Lines request
NOTED travel plan has been requested by the Clerk and the resident. Cllr Carter spoke to the resident and a dual approach was agreed.
038/PC/24 – Litter Pick 13 July 2024
NOTED.
039/PC/24 – Bus Shelter Hastings Meadow
Cllr Bagge proposed to accept the quote of £13500 from Ealing Construction and for the funds to be taken out of the CIL money under item 042, this was seconded by Cllr Bassi, RESOLVED to agree 8 for and 1 against.
040/PC/24 – 11/11 Posies
Suggestion from British Legion about an alternative to laying posies on individual graves for 11/11. It was AGREED to ask the vicar about a possible sign or plaque to go somewhere at the church with the names on, and AGREED to get quotes for something at the Green as well.
041/PC/24 – Artisan Market
DISCUSSED holding an artisan type market in the Village Centre and the car park on 7 September in conjunction with the Village Centre but under the Parish Council umbrella for insurance purposes. Cllr Finan proposed that we go ahead under our umbrella and insure the event and any proceeds go back to the Village Centre funds, this was seconded by Cllr Pritchard. RESOLVED to agree 6 for, 1 against and 2 abstained.
042/PC/24 – CIL
NOTED that a CIL payment has been received of £24324.02 for the development at Stoke House, Grays Park Road.
043/PC/24 – Pavilion
Request from the Good Neighbour Scheme to purchase 10-15 more chairs for the pavilion to
accommodate all of their elderly guests when holding afternoon teas there. AGREED to get quotes for plastic and folding chairs and investigate space at the pavilion and bring it back to the next meeting.

048/PC/PC - Exclusion of the Press & Public
Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.
049/PC/24 – The Friday Club
It was agreed that Friday Club continue to be a collaboration between the Church, the Parish Council and the Good Neighbour Scheme.
Cllr Crocker proposed for the Friday Club to have autonomy and have their own bank account that is separate from other supporting organisations and become a Not-for-Profit organisation with a constitution, allowing it to grow and develop especially with a changing demographic. This was seconded by Cllr Moore, RESOLVED to agree all in favour.
