Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 10 NOVEMBER 2025 AT 7.40PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: Cllr Carter (Chair), Cllr Bassi, Cllr Crocker, Cllr Finan, Cllr Pritchard & Cllr Wilson.

In Attendance: Mrs J Simmonds (Clerk)

Also Present: Cllr Dhillon and two members of public.

118/PC/25 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public, and press and 15 minutes will be reserved, if required, for public comments on items on the agenda.

One member of public attended to update the council on the Farnham Park Golf Course.

119/PC/25 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted from Cllr Harwood.

120/PC/25 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

None.

121/PC/25 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 13 October 2025 which were signed by the Chair.

122/PC/25 – Buckinghamshire & Milton Keyes Association of Local Councils (BMKALC)

Following a presentation given by Mel Woolf CEO before the meeting started Cllr Carter proposed that the council should join, this was seconded by Cllr Finan, Cost would be approximately £1000 per year to be added to the budgets. RESOLVED to agree unanimously. Mel informed the council that they would receive the rest of this year free with access to the facilities and start to pay next April 2026.

It was discussed about joining SBALC for £20.00 per year, both Mel and Cllr Dhillon said this was a good idea for future joined up working with other Parishes. To bring to the next finance meeting for approval of spend.

123/PC/25 – Southeast Bucks Board

Cllr Bassi. And Cllr Carter had both tried unsuccessfully to speak to the officer and answer the request from Bucks on which ward we wish to support which priority interests us the most as the requested deadline was prior to this meeting but had received no response. Cllr Dhillon and the Clerk to chase.

It was agreed by all our priority would be ‘Strengthening our community’ and ‘Community Cohesion/Elderly’. Clerk to inform the officer.

124/PC/25 - Buckinghamshire Council Report

Cllr Dhillon had nothing to report.

The councillors asked him about the Country Park and why more material was being taken in when it was due to open soon. Cllr Dhillon said he would get more information and bring it back.

Cllr Carter and Cllr Crocker met up with Cllr Dhillon and Cllr Moore and there was a list of actions for the County Councillors to investigate, including.

The lack of democracy over the Local Plan, skipped regulations and not being transparent.

Stoke Court Planning permission which after 4/5 years has suddenly been agreed along with a s106 agreement with no notification. It appears there is no affordable housing included in the scheme. The PC has discussed with the developer the possibility of a crossing, this has not been considered as Bucks has gone back to the original agreement. Cllr Moore has written and asked why this has suddenly gone through.

Neighbourhood Plan and how affordable housing is dealt with which is by Choice Based Letting, this has no benefit for local residents.

Investigating if Community Land Trust, Buckinghamshire Council can allow that to happen.

Sefton Park has applications for either 373 houses or a data centre and less houses.

Nothing to update

126/PC/25 – Sefton Business Park

Update following presentation is that the agents are not doing a public consultation, but a leaflet drop via Royal Mail.

127/PC/25 – Rose & Crown

NOTED that the continuation for a Community Asset Value with Buckinghamshire Council, is being considered and can take 8 weeks for a decision.

128/PC/25 – Threeways Surgery

Stoke Poges Community Hub will open for the first time on 11 December 2025 as a collaboration between the Parish Council, Surgery, Bucks Health and Carers. Hope is to roll out a programme of events for next year.

129/PC/25 – Plough Lane Medical Centre

Offer to purchase the freehold, to decide. Brought back from last meeting. Cllr Finan proposed not to sell the freehold to anyone, this was seconded by Cllr Crocker, RESOLVED to agree all in favour. It was discussed about reviewing all of our assets into charitable trusts and get advice from our solicitor. Clerk to investigate further and bring back.

130/PC/25 – Allotment Agreement

Following agreement last month to take a large deposit from new holders a decision is required to spend money on upgrading vacant plots to a standard that will be required when giving the plots back, to enable the deposit to be refunded.

It was agreed to get a quote to clear the vacant plots and cover each with membrane and bring back, it was also agreed to use the money to pay for this work from the CIL funds.

131PC/25 – Carols on the Green 29 November 2025

NOTED Stoke Poges Singers are attending.

NOTED that the Clerk has contacted the Rose & Crown to ask if they wanted to pay for the mulled wine which has been agreed.

NOTED that the Clerk has contacted Superspeed to ask if they wanted to pay for the grotto presents which has been agreed.

NOTED that the Clerk has written to the Coop to ask if they would be willing to supply the mince pies which has been agreed.

NOTED sourcing the Marshalls is complete.

NOTED that Cllr Carter confirmed that 30 plus stalls had signed up. DECIDED to hold the event outside only unless there are weather complications.

NOTED no issues with SAG received so far.

NOTED Banners are being done.

NOTED start time is 5.45pm and the procession will leave at 6.00pm.

AGREED to start the set up at 3.00pm, Manjit to confirm everything with Santa.

AGREED by all to charge 50p for mince pies this year for the charity.

132/PC/25 – Conservation Areas

Update on robust response being written by Cllr Carter and Cllr Harwood. Not done, defer until next meeting.

133/PC/25 – Farnham Park Golf Course

Brought back from last month with update from Farnham Parish Council.

Farnham Parish Council have a different view to this Parish Council.

134/PC/25 – Buckinghamshire Council Local Plan

NOTED that a response was written by our consultant as agreed and submitted before the deadline.

NOTED response from CAMRA sent to all Parishes.

To consider commissioning a Settlement Spatial Plan and a Green belt assessment to assist us with speculative planning applications and further development. Quote to be tabled not arrived in time, defer to the next meeting.

135/PC/25 – Tennis Lease/Football Lease

Cllr Crocker proposed to agree new quote for Football hire agreement, this was seconded by Cllr.

Finan, RESOLVED to agree all in favour.

136/PC/25 – 11/11

NOTED details about the 11/11 service at the Green to start at 10.45am and NOTED that the Rose and Crown have offered tea/coffee afterwards.

137/PC/25 – Buckinghamshire Land Sales/Lease

NOTED that the land being leased to a dog walking tenant will not be up for sale/lease as previously thought. To agree not to pursue further. Councillors did not agree to not pursue the matter and it was agreed to bring back to the December meeting for re-discussion when Cllr Harwood is in attendance.

138/PC/25 – CIL Funds

NOTED CIL funds received £11821.74.

139/PC/25 – Planning

NOTED that two PIP applications for Magnolia Farm have been submitted and the planning.

committee have agreed to our consultants writing the comments.

RECEIVED Financial Summary & Statement Cashbook –October 2025.

RESOLVED to approve list of cheques/Bacs for signature – October 2025 - £11786.07.

List appended to the agenda of all circulars received in the office and available to view for one month after this meeting.
