Introduction
MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 11 NOVEMBER 2024 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.
Present: - Cllr Carter (Chair), Cllr Bagge, Cllr Bassi, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Knox-Scott, Cllr Pritchard & Cllr Webster.
In Attendance: Mrs Julie Simmonds (Clerk)
Also Present: Cllr Dev Dhillon and two members of public.

133/PC/24 - Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and 15 minutes will be reserved, if required, for public comment on items on the agenda.
Cllr Dev Dhillon attended in introduce himself as a candidate in the May 25 elections as he is a candidate.
He also explained that there is a change of staffing on the Community Boards and that the funding has been extended to 31 January 2025 if we had any project we would like considered.
Cllr. Bassi asked if he knew anything about the Eco Audit the Burnham Parish Council undertook. He said he would research and send some information.
134/PC/24 - Apologies for Absence
APOLOGIES were received from Cllr Flower and Cllr Moore.
135/PC/24 - Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

136/PC/24 - Minutes
RESOLVED to approve the minutes of the Council meeting held on 14 October 2024 which were signed by the Chairman.
137/PC/24 – Beeches Community Board
Cllr Bassi updated that the October meeting was cancelled, and the next meeting is now February 2025, she also updated about the change of staffing. She attended the Bucks awards last week where one of our residents received the Proud of Bucks Good Neighbour award for the Beeches area.
Cllr Bassi sent an email today to the Simply Walk contact and copied in the Clerk and the Chair regarding the Simply Walking initiative.
Cllr Bassi has already discussed the Eco Audit tonight with Cllr Dhillon, to bring back once more information is received.
Cllr Bassi received the Invitation from the Beeches regarding children’s services and youth round table event on 14 November 2024 and will try to attend and report back at the next meeting.
It was agreed that the Clerk would write thanking the current member of staff at the Beeches for all of his help and wish him well in his new role and to the new member of staff taking over to welcome her.
138/PC/24 - Buckinghamshire Council Report
Cllr Bagge reported that the highways projects for next year had been agreed and for Stoke Poges Deans Close will be resurfaced, Bells Hill Green will be patched and planed and Framewood Road will be re-surfaced.
139/PC/24 – Chairman’s/Councilor’s Update from last meeting.
Cllr Carter reported that as agreed at the last meeting our planning consultants had been engaged on one application, the report has been received and will be on the next Planning agenda for agreement to the objections.
Noted that an email of thanks has been received from Etricourt Manancourt for the wreath that we have sent.
Cllr Carter and Cllr Finan attended church yesterday and laid the wreath for the Parish Council for 11/11.
The 11/11 service today at the Green went really well, thanks to all the people involved and the attendees.
Cllr Carter said that The Friday Club bank account was open, and donations had been received.
140/PC/24 – Neighbourhood Plan
To note that the examiner has now been appointed and has written with some questions. As agreed at the last meeting this has been passed to our consultants to answer the questions which are technical.
141/PC/24 – Pavilion Solar Panels
NOTED that clerk has researched suppliers and with the help of a resident who has knowledge of solar panels and export we will be switching to Octopus, who offer the best deal.
142/PC/24 – Tennis Club
NOTED that the drain issues at the club have now been resolved.
143/PC/24 – Enforcement/Yellow Line/School Parking Problems
Cllr Carter updated that we still have not had any enforcement for yellow lines in Stoke Poges, which has been requested on numerous occasions and by the police. Cllr Dhillon offered to help and suggested copying him into future emails.
Cllr Carter reported that a meeting between Thames Valley Police/Head Teacher School/Parish Council and two school governors was held last week and that the school had agreed to publishing side on photos of vehicles parking unlawfully to be added to their newsletter. Anyone can take photos and send them into the school to be included. Available parking spaces will be looked at again by Cllr. Carter and a map/ spreadsheet updated and send out to parents. The school is considering Billy and Belinda type bollards, but an agreement is required from highways on where to place them. The Clerk has asked for the Local area Technician to look into this.
144/PC/24 – Carols on the Green
Update and to make any decisions for the event.
NOTED that the road closure route does not include the service road as Buckinghamshire do not own the service road and therefore will not give the permission to use it. The route will go up via Pennylets Green corner. Due to the change of route Cllrs. Crocker and Carter felt there needed to be extra marshals to help with that Junction. 10 marshals are now confirmed.
145/PC/24 – South Bucks Association of Local Councils Quinquennial Review
AGREED by all that the clerk would highlight the items relevant to Stoke Poges as per the request from a councillor from another Parish regarding a review on SBALC. Councillors may also send their own list to the Clerk.
146/PC/24 – Stoke Poges Newsletter
Request from Cllr Knox-Scott to publish an item about scams in the next edition. Cllr Bagge suggested that this was a good idea for Stoke Poges residents, but the correct sources need to be identified for the article. He said that he used to communicate with Community Safety Officers at County when he edited the magazine. Cllr Carter suggested that the links should be added to the article.
Cllr Finan agreed to continue with his articles on before and after photographs.
147/PC/24 - Community Board Model 2025
NOTED the new parish boundaries from 1 May 2025.
148/PC/24 – VE Day (80 Years) 8 May 2025 – VJ Day (80 Years) 15 August 2025
DISCUSSED and decided to bring this back to the February 2025 meeting to discuss the events to be held around the beacon and maybe some singing back at the social club. NOTED Beacon lighting will be requested and Cllr Finan agreed to be the Beacon Lighting Representative going forward.
