Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 12 JANUARY 2026 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

Present: Cllr Carter (Chair), Cllr Bassi, Cllr Crocker, Cllr Finan & Cllr Pritchard.

167/PC/26 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public, and press and 15 minutes will be reserved, if required, for public comments on items on the agenda.

168/PC/26 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted from Cllr Harwood and Cllr Wilson and County Councillor Dhillon.

169/PC/26 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

170/PC/26 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 1 December 2025 which were signed by the Chair.

171/PC/26 – Southeast Bucks Board

Nothing to update from Cllr Bassi. Cllr. Carter asked the Community Board Manager via email where Stoke Poges sat with the suggested priorities. Team meeting has been arranged for Cllrs. Carter and Bassi on 23 Jan to discuss. Report back at the February meeting.

172/PC/26 – SBALC

Update from Cllr Carter was that this year’s meeting dates have been circulated and any councillors can attend if they wish.

Meeting 1: 28 Jan 2026, 7pm - 9pm

Meeting 2: 22 Apr 2026, 7pm - 9pm

Meeting 3: 15 Jul 2026, 7pm - 9pm

Meeting 4: 28 Sep 2026, 7pm - 9pm

All meetings will take place at Beaconsfield Town Hall.

173/PC/26 - Buckinghamshire Council Report

Update on any issues Cllrs Moore and Dhillon. Neither were present, Clerk to ask Cllr Dhillon to help resolve the issue with birdcage fencing.

174/PC/26 – Chairman’s/Councilor’s Update from last meeting.

Cllr Carter reported that HR issues were progressing regarding job evaluations and policies

Meeting this week with fencing contractor regarding the entrance to the Bells Hill Rec which needs attention.

Cllr Carter attend the last meeting of the London Green Belt Council. Experiences shared by other Council around the country suggested that strong points to consider with large planning applications is lack of transport. Greenbelt/Greybelt photos were sent over to the committee today.

Meeting being held on 12 February with Buckinghamshire Council regarding Stoke Green Conservation Area.

Templewood Lane planning application will be discussed at the next planning meeting. Information will be shared via the Newsflash/ Social Media and website.

Buckinghamshire Council HEELA report is being prepared for mid-February.

175/PC/26 – Sefton Business Park

Update following consultation. To decide if our consultants are required to look into the comments for the new application.

The application is not yet validated but once received the Planning Committee will decide if it requires the need to engage our consultants.

176/PC/26 – Stoke Poges Community Hub.

Update on first meeting held on 11 December 2025 was that it went really well and was well attended. The next meeting is this week; The Fire Brigade are attending. March will be attended by Bucks Vision.

177/PC/26 – Parking Enforcement

Update on parking enforcement who last attended in December, nothing further to update.

178/PC/26 – Plough Lane/Paddocks/Allotments/Wood

Update on the meeting with the solicitor.

Cllr Carter and the Clerk met with the solicitor who agreed that we should ensure that the existing charitable trust for the Bells Hill Recreation Ground is the correct one and then apply the same to the Plough Lane Rec, the Woods and the Allotments.

179/PC/26 – Carols on the Green

NOTED final figure £1113.06 to be donated to Bucks Vision.

180/PC/26 – Conservation Areas

Update on robust response being written by Cllr Carter and Cllr Harwood, brought back for three meetings. AGREED by all to remove from the agenda going forward.

181/PC/26 – Buckinghamshire Council Local Plan

Updated and discussed negotiations with neighbouring parishes who wish to work with us.

Cllr Finan proposed to leave negotiations with Burnham PC and Stoke Poges should either go it alone or continue to collaborate with Fulmer, Wexham and Farnham Royal Parish Councils if an agreement can be reached. The total cost for all four would be £11500 which would be split equally per head between Stoke Poges and Farnham and then a set agreed lower rate for Wexham and Fulmer.

If Farnham Royal say no then Stoke Poges should allow £7k to cover and the money will come from CIL funds as previously agreed, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.

182/PC/26 – Buckinghamshire Land Sales/Lease

NOTED November 2025 that the land being leased to a dog walking tenant will not be up for sale/lease as previously thought. Brought back from last two meetings to discuss further with Cllr. Harwood. AGREED to bring back again to next meeting.

183/PC/26 – Carols on the Green 2026

AGREED to go ahead with this event and agree the date of 28 November 2026 currently pencilled into the diary.

184/PC/26 – Reception/Cups

NOTED the date of the reception which is Friday 27 March 2026 and to agree to think about cup recipients to be brought back and decided at the February meeting. Most Parish Councillors are away on 27 March, so it was AGREED to move the date to the 20 March and incorporate the APM somehow.

189/PC/26 - Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.

190/PC/26 – Land Sales in Stoke Poges.

Discussed the way forward.
