Introduction
MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 13 APRIL 2026 AT 7.45PM IN THE LIONEL RIGBY ROOM (FOLLOWING THE APM MEETING) AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.
Present: Cllr Carter (Chair), Cllr Bassi, Cllr Crocker, Cllr Finan, Cllr Harwood, Cllr Pritchard & Cllr Wilson.

APOLOGIES were received from County Councillor Dhillon.

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

244/PC/26 - Minutes
RESOLVED to approve the minutes of the Council meeting held on 9 March 2026 which were signed by the Chair.
245/PC/26 – Southeast Bucks Board
Update from Cllr Bassi following meeting held on 11 March 2026. The meeting was mostly about key stakeholders and nothing to report.
NOTED funding for the little libraries has now been granted.
246/PC/26 – SBALC
No updates from Cllr Carter the next meeting is 22nd April 2026.
247/PC/26 - Buckinghamshire Council Report
No Updates on any issues Cllrs Moore and Dhillon
248/PC/26 – Chairman’s/Councilor’s Update from last meeting
Cllr’s. Carter and Crocker met with a representative of Comer Homes last week and can confirm the following:
The Hastings Walk will not be opening.
Works to Stoke Court are likely to commence May/ June and will begin with the demolition of the later addition to the main house and then its refurbishment. Once completed work will start on the new builds. Once the development is complete, there will be an underground car park. The majority of the
owners and guests will use the main entrance. The new builds will use Duffield Lane as their entrance.
It has been agreed that Comer Homes will set up a dedicated email address regarding this development.
They will start to communicate with the Parish Council and residents to keep them informed.
249/PC/26 – Stoke Poges Community Hub.
Update on fourth meeting held on 19 March 2026. – 14 attendees, talk from Buckinghamshire Fire Safety Team. Next meeting 16 April – representative from U3A.
250/PC/26 – Buckinghamshire Council Local Plan
NOTED next meeting is 14 April 2026 regarding the Spatial Planning document. Bring back to next meeting for update.
251/PC/26 – Buckinghamshire Land Sales/Lease
NOTED response from the officer and make any further decisions. Cllr Harwood requested that we go back to the officer asking for replies to other requests and how to present how we would us the land and who to.
252/PC/26 – Reception
Update on event is that it went very well and the cup recipients were delighted.
253/PC/26 – Football Club
NOTED Hire agreement is still being worked on but requires Parish Council approval to adopt once the minutiae is agreed with the solicitor. Cllr Crocker proposed that approval is given and that the Clerk can accept and start negotiations with the new club, hire rates to be standard based on Buckinghamshire Council charges, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
254/PC/26 – Tennis Club Lease
NOTED lease is still being worked on but requires Parish Council approval to adopt once the minutiae are agreed with the solicitor. Cllr Crocker proposed that approval is given to the Clerk to accept and start negotiations with the club, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
255/PC/26 – Golf Club/Wycombe Wanderers.
No Update, meeting held had no representatives from Wycombe Wanderers.
256/CP/26 – Christmas Lights 26 – New Trees
Cllr Finan proposed to agree new quotation for new lights in new trees for 2026 on the Green and over the road on Hollybush Hill. Quotation total £24806.00, this was seconded by Cllr Harwood.
RESOLVED to agree 6-1 abstained.
257/PC/26 – Event 2026
DISCUSSED and DECIDED not to hold an event in the Rec in 2026. AGREED by all to bring back at the end of the year to re-discuss for next summer.
258/PC/26 – Allotments
Cllr Harwood proposed to accept the quotation for clearing vacant allotment plot of all rubbish, preparing ground and installing membrane ready to re-let and removing all rubbish including pile by entrance from site using a skip as per the attached quotation £2480.00, this was seconded by Cllr Bassi. RESOLVED to agree all in favour. AGREED after work carried out to inform all holders of the amount spent and that if the rubbish piles up again, they will all be charged in their next rents.
259/PC/26 – Best Kept Village Competition
RESOLVED to agree all in favour not to accept the invitation to Join deadline 30 April 2026.
260/PC/26 – Iver Service Station
NOTED Objection letter posted to Secretary of State in regard to the Iver Service Station proposal.
261/PC/26 – Joy Morrisey MP – Planning
NOTED The Clerk/ Cllr. Carter/ Crocker have been meeting with Joy Morrisey MP regarding the numerous planning proposals in Stoke Poges and Sefton Business Park. She has written to Buckinghamshire Council at our request.
262/PC/26 – Sefton Business Park
NOTED Update: Sefton Business Park and to note a letter has been sent to Buckinghamshire Council requesting potential involvement in Planning Performance Agreement (PPA).
NOTED letter received back saying no to this request.
263/PC/26 – OCU Group
NOTED Councillors Carter and Crocker recently met with representatives from the cabling company OCU. We have been informed that these works form part of major infrastructure improvements to support data centres located on the Slough Trading Estate. This includes the construction of a new substation in Iver. As a result, extensive works have been taking place across the local road network, including in the Ivers and parts of Fulmer (Alderbourne), with cabling running beneath railway lines and the M25. During discussions with OCU, we raised the question of whether any form of community benefit could be secured in light of the ongoing disruption. We are now engaged in conversations to explore potential projects that could bring lasting value to our residents. Details will be shared once these proposals are confirmed.

NOTED resignation from Cllr Carter and to discuss and potentially agree a replacement. There were no takers for the post.

RECEIVED Financial Summary & Statement Cashbook – March 2026
RESOLVED to approve list of cheques/Bacs for signature – March 2026 - £6280.52.
RECEIVED Bank reconciliations – March 2026
NOTED that Nationwide Building Society Account which was closed and funds agreed to be transferred to three other accounts should have said two other accounts. £35k was transferred to Redwood and £35k to Buckinghamshire BS bringing them up to the £120k limit. Leaving £15k unapplied. To decide what to do with surplus funds going forward. Cllr Wilson proposed that due to the precept coming this month £100k is transferred into the CCLA fund and the clerk can look for other accounts at leisure, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.
NOTED that the internal auditor Mr Dancer was independently appointed in March 2024 for three years 24/25, 25/26, 26/27. Cllr Finan proposed that we appoint Mr Dancer for another three years, 27/28. 28/29, 29/30, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.
NOTED and Cllr Finan proposed to agree with year-end movements from underspent budgets to and from General Fund and the Reserves as previously agreed. Muga repairs, Pavilion Maintenance, SBDC Grant, New Play Equipment, Xmas Lights, this was seconded by Cllr Pritchard, RESOLVED to agree all in favour.
267/PC/26 – Audit 2026
NOTED that the clerk will be undergoing the internal audit on 21/22/23 April and cannot be disturbed that week.
268/PC/26 – Circulars List/Correspondence and Items received by clerk but not on agenda.
List appended to the agenda of all circulars received in the office and available to view for one month after this meeting.
