Introduction

MINUTES OF THE FULL PARISH COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 14 SEPTEMBER 2026 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP.

077/PC/26 - Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public, and press and 15 minutes will be reserved, if required, for public comments on items on the agenda.

078/PC/26 - Apologies and Acceptance for Absence.

APOLOGIES were received and accepted for Cllr Bassi, Cllr Crocker and Cllr Wilson.

079/PC/26 - Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code, the member should withdraw from the meeting for that item.

080/PC/26 - Minutes

RESOLVED to approve the minutes of the Council meeting held on 6 July 2026 which were signed by the Chair.

081/PC/26 – Southeast Bucks Board

Nothing to update. Next meeting 23 September 2026.

082/PC/26 – SBALC

Cllr Carter updated that joint comments from all Parishes belonging to SBALC had been submitted for the Reg 19 deadline.

083/PC/26 - Buckinghamshire Council Report

No Update on any issues from Cllr Moore and Cllr Dhillon had submitted apologies to the Chair,

084/PC/26 – Chairman’s/Councilor’s Update from last meeting.

Cllr Finan reported a dog walking site had appeared at a house in Duffield Lane.

Cllr Finan reported on the Burnham Beeches consultation group meeting that he attended and said it was very good and informative.

Cllr Pritchard said lots of people were asking about the Fox & Pheasant, the Parish Council cannot comment on anything until the planning applications arrive.

Cllr Carter said that the Pioneer House application which was due to go to committee tomorrow 15 September had been withdrawn as incomplete and incorrect information given. 61 Vine Road was still on the agenda, and she is attending along with Cllr Dhillon and the neighbour to speak and make representation.

Cllr Carter attended an even at Burnham Beeches last week and was invited by the Mayoress of the City of London. They had a tour and learnt a lot about the ancient trees, some of which had died due to this year’s drought. They visited Dorney Wood House in the Beeches. Also, a youth programme has been set up to encourage youngster to join and get involved in the projects there. It was a very productive meeting, and it was agreed to share the Youth programme details on newsflash and maybe an article in the next Stoke Poges Newsletter.

085/PC/26 – Buckinghamshire Council Local Plan

Cllr Carter proposed to ratify unanimous decision made on email over the summer to spend CIL money on work around Regulation 19, this was seconded by Cllr Finan, RESOLVED to agree all in favour. NOTED that we submitted before the deadline.

086/PC/26 – Buckinghamshire Land Sales/Lease

NOTED Responses from officer regarding the field at Bells Hill and Bells Hill Green. It was agreed to chase the officer regarding the proposal to purchase Bells Hill Green.

087/PC/26 – Tennis Club Lease

NOTED that the lease is signed and completed for the next six years.

088/PC/26 – Friday Club

NOTED confirmation about the first aid course has been received and copies of invoice for audit

purposes. NOTED that the constitution was discussed at their last meeting and that the clerk had been informed in writing that the Parish Council had been removed from the constitution.

089/PC/26 – Stoke Common/Burnham Beeches

As reported under item 084 from Cllr Finan on the meeting which was very productive.

090/PC/26 – Conservation Areas

NOTED that Buckinghamshire officers are still working The Stoke Green Conservation Area Review, the next stage will be public consultation which can take up to a year. The Stoke Park conservation area review is still with the consultants Purcell.

091/PC/26 – WWFC/The Buckinghamshire.

Nothing to update from Cllr. Carter.

092/PC/26 – Wexham Golf Club/Pinewood Nurseries applications

NOTED that Cllr Carter has written the objection for The Pinewood Data Centre application and asked our consultant to check it. It was AGREED by all to go ahead and submit the comments.

Wexham Golf Club: Cllr Finan proposed to ratify the unanimous agreement over email to spend £8,964 CIL money on Wexham Golf Club comments, this was seconded by Cllr Harwood, RESOLVED to agree all in favour.

093/PC/26 – Parking on Junctions

NOTED update on costings and drawings for new footpath from Buckinghamshire Council in connection with the junction of Rogers Lane and Hastings Meadow. It was agreed to go back and ask why bollards have been included in the drawings and yet we were told no to having them and to get a price for scheme 1 only. It was also agreed to ask if the Parish could instigate the work themselves using an approved contractor. Scheme 2 to be considered at a later date.

094/PC/26 –Recreation Grounds

NOTED that the zip wire structure failed in Plough Lane Recreation ground. Greyhound came out as an emergency and made it safe, but it will need replacing. They are going to contact the manufacturer as they believe it is still under warranty.

095PC/26 – Debit Card

Cllr Harwood proposed to agree with the Clerk applying for a debit card on the Lloyds Account, this was seconded by Cllr Pritchard, RESOLVED to agree all in favour.

096/PC/26 - External Audit

NOTED that the external audit has been signed off and returned with matters arising as previously discussed as a Council. Conclusion of audit has been publicised.

097/PC/26 – Carols on the Green

NOTED all paperwork submitted. Stalls are being purchased. Reindeer Ordered, Tree Ordered, Rock choir ordered, Lights agreed. RESOLVED to agree to try to change the procession to avoid the main road B416. Clerk to re-apply. Discussion around grotto and presents, Clerk to arrange a meeting for Carols event with all councilor’s present to make any further decisions.

100/PC/26 – NOTED Circulars List/Correspondence and Items received by clerk but not on agenda.

List appended to the agenda of all circulars received in the office and available to view for one month after this meeting.

SDC M40 Campus – Stage Two Community Consultation starts 15 September. Circulated on email.

101/PC/26 – NOTED Dates of Future Meetings

Planning Committee Meeting – 21 September 2026

102/PC/26 - Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.

103/PC/26 – Green Belt.

NOTED that the acquisition of the Green Belt land at Duffield Lane has now been completed successfully. The Council confirmed that the purchase and associated costs have been funded in accordance with the arrangements previously agreed, including use of the Green Belt reserves and, where applicable, the General Fund.

NOTED that arrangements are in place regarding the continued use of part of the land by the former owner, as previously agreed. The Council also noted that a new grazing tenant is now in place.

The Council was satisfied that the necessary arrangements arising from the acquisition had been completed.
