MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON MONDAY 8 DECEMBER 2025 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP.

RESOLVED to approve the Minutes of the Planning Meeting held on 17 November 2025 which were signed by the Chair.

096/PL/25 Councillors/Members Update

Cllrs discussed a property on Hazell Way that had erected a large out of keeping fence which is completely changing the street scene. Clerk to report and ask if this is acceptable.

Cllrs discussed Sefton Business Park and agreed that a brief statement should be made about the change in legislation for these types of applications and to put it on the facebook page and newsflash. Agreed to update about it in the next Stoke Poges News.

Cllrs discussed the Spatial Housing Assessment and correspondence from the Clerk at Burnham Parish Council who was refusing our offer of a 70/30 split based on a head count for each council. It was agreed to ask if there offer to split the difference was a 65/35 split and if so to ask all councillors whether they agreed to that or wanted to go it alone. Decision to be ratified at the January 2026 meeting.

PL/25/4122/FA Holly Tree House , West End Lane, Stoke Poges, Buckinghamshire, SL2 4LZ

Householder application for construction of single storey ground floor rear extension to the main house, first floor rear gable roof conversion with dormer window to the main house, reconstruction of the existing garage with dormer window, construction of a garden annexe linked to the main house and redecoration of the existing brickwork to the main house.

PL/25/4265/FA Garvale,36 Rogers Lane, Stoke Poges, Buckinghamshire, SL2 4LE.

Two storey rear and single storey front extensions.

Parish Comments: Object, Overdevelopment of the site, Policies EP3, H9 and H11 apply.

The proposed development, by virtue of a combination of its size, scale, massing and style, would appear over dominant, obtrusive and out of keeping. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area.

The proposed works to the roof, by virtue of their scale, bulk and increase in height would not integrate or harmonise with the proportions or appearance of the existing dwelling. The resultant dwelling would also appear over dominant and out of keeping within the existing street scene, to the detrimental of the visual amenities of the site itself and the general character of the area. As such the proposal is contrary to saved policies EP3 and H11 and the guidance set out within Appendix 8 of the South Bucks District Local Plan (adopted March 1999, Consolidated September 2007 and February 2011), policy CP8 of the South Bucks District Core Strategy and the requirements of National Planning Policy Framework.

Materials such as the zinc aluminium roof is out of keeping in the area. This is contrary to our recently adopted Neighbourhood Plan. Which can be found on our website. LB01, LB03, LB04 & LB05.

The application form indicates no hedges or trees on the site withing falling distance, google street maps shows that there are mature hedges and several trees.

Please note that works commenced approx. 8 months ago, extensive works have taken place resulting breeches being reported.

PL/25/4575/KA Framewood Nursery, Hollybush Hill, Stoke Poges, Buckinghamshire, SL2 4QN

Works to trees subject to a Tree Preservation Order (TPO). T1. Large multi stem Ash tree - To fell - Reason - 2 x stems with low included union, tree has ash die back disease and has a heavy lean close to house. T2. Small Ash tree - To fell - Reasons - tree has ash die back disease.

Parish Comments: Insufficient and accurate information has not been submitted with the application and therefore it is not possible for the Parish Council to assess properly the merits of the proposal. Specifically, the applications failed to include accurate or precise drawings of all the elements of the proposed tree works. As such, the drawings are incomplete and the impacts of the proposed works cannot be properly assessed. We therefore will have to be guided by the tree officer report.

Works to trees subject to a Tree Preservation Order (TPO). Prune 1 x Beech tree (T1) to provide a 2m clearance to neighbouring No. 4 Freemans Close as branches are encroaching towards property.

PLANNING DECISIONS

PL/25/2158/FA 61 Vine Road, Stoke Poges, Buckinghamshire, SL2 4DW

Demolition and replacement with a new dwelling (part retrospective) (alternative scheme to approval PL/23/3562/FA).

Parish Comments: Object, Policies EP3 & H9 apply.

The 2m wall at the back of the property is not compatible with other boundary treatments within the locality which are either wooden fencing or soft vegetation. This is contrary to our recently adopted Neighbourhood Plan. Which can be found on our website.

Page 63 – 4.2, LB01 page 67, LB03, LB04 & LB05.

This locality is mainly made up of modest semi-detached houses therefore this five-bedroom, four-bathroom house will be out of context and set a precedent which the local authority could find increasingly difficult to resist.

The existing extension as it stands does not comply with current insulation regulations and is inferior by today’s standards.

There have been 3 planning applications on this site and 2 conditional applications.

Previous advice by the planning authority was that 4.25 meters was a condition for a maximum extension; this current application exceeds that condition.

This current application does not reflect the existing outbuilding at the back of the garden under permitted development, so this would make the garden less than 50% of the original and make a 5 bedroomed, 4-bathroom house.

This is another example of applicants circumnavigating previous planning applications and flouting planning law; therefore, the Parish Council are requesting that this application be called in.

PL/25/3612/FA 41 Vine Road, Stoke Poges, Buckinghamshire, SL2 4DW

Detached outbuilding to be used as home office and gym (Part retrospective).

Parish Comments: We are extremely disappointed that we asked for an extension for comments however this has already been decided before we had the chance to comment, but we are happy it was refused.

PL/25/1086/VRC 41 Vine Road, Stoke Poges, Buckinghamshire, SL2 4DW.

Variation of condition 6 (approved plans) of planning permission PL/24/3780/FA (Two storey side, single storey rear and front extensions and conversion of existing garage to living space) to relocate the garage 1m away from the boundary and provide access to the rear garden.

Parish Comments: Object

It is considered that the proposed variation, by virtue of its scale, bulk and design would appear as a dominating and obtrusive feature that would be incongruous to the existing traditional roof form and surrounding developments and would as such be detrimental to the character and appearance of the existing dwelling and the local area in general. The dormer, when assessed cumulatively with the proposed two storey extensions would result in a complicated and overtly bulky roof form that would wrap around the original building and fail to offer any subservience to the original roof form. The proposal is therefore contrary to policies EP3, H11 and Appendix 8 of the South Bucks District Local Plan (adopted March 1999). The NPPF is explicit in stating that planning decisions should ensure developments will function well and add to the overall quality of the area, as well as being visually attractive as a result of good architecture in order to achieve well-designed and beautiful places. The proposed development would constitute poor design and would fail to accord with Section 12 of the NPPF, C1 of the National Design Guide and the South Bucks Residential Design Guide. The proposal also conflicts with the Design Guidance and Codes document associated with the Stoke Poges Neighbourhood Plan (submission stage) Which can be found on our website. LB03 page 70 and LB04 page 74.

4. Decision-making

48. Local planning authorities may give weight to relevant policies in emerging plans according to:

(a) the stage of preparation of the emerging plan (the more advanced its preparation, the greater the weight that may be given).

(b) the extent to which there are unresolved objections to relevant policies (the less significant the unresolved objections, the greater the weight that may be given); and

c) the degree of consistency of the relevant policies in the emerging plan to this Framework (the closer the policies in the emerging plan to the policies in the Framework, the greater the weight that may be given).
