MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 9 DECEMBER 2024 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP.

098/PL/24 Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business. Part two items: To discuss any possible unlawful buildings or business’s which have not been granted enforcement notices and therefore are not public.

NEW PLANNING APPLICATIONS RECEIVED

PL/24/3349/FA Stenthorp, Stoke Wood, Stoke Poges, Buckinghamshire, SL2 4AU

Two storey front, first floor side and single storey rear extensions, the addition of three rear dormers, roof lights to the rear, front and side elevations and part garage conversion to living accommodation.

Parish Comments: Object our previous comments on the last application PL/24/1573/FA still apply to this application and were:

Parish Comments: Object policies GB1, EP3, H9 and Appendix 8, (5 & 6) 6.1 of the Local Plan apply.

This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development within this part of the Greenbelt, which the Planning Authority would find increasingly difficult to resist and which, which, cumulatively, would seriously prejudice the openness of the Greenbelt and the aims and objectives of Greenbelt policy.

We would like to draw your attention to the Stoke Poges Design and Guidance Codes of the Neighbourhood Plan September 2023 section Boundary Treatments on page 72.

LB 03 Design Codes - Scale, massing and roofscape.

This has now been completed via regulation 14. Which can be found on our website.

4. Decision-making

48. Local planning authorities may give weight to relevant policies in emerging plans according to:

(a) the stage of preparation of the emerging plan (the more advanced its preparation, the greater the weight that may be given).

(b) the extent to which there are unresolved objections to relevant policies (the less significant the unresolved objections, the greater the weight that may be given); and

c) the degree of consistency of the relevant policies in the emerging plan to this Framework (the closer the policies in the emerging plan to the policies in the Framework, the greater the weight that may be given).

Also, there are many inconsistencies in the report from Arbitec. The address is wrong in the report. It says that you cannot see the property from the road, but you actually can! It says there are no trees on site with TPO’s but in fact according to the Tree Officer Mr Garnett there are several trees with TPO’s on this site. We also worry that the Green Belt 50% rules will apply.

Parish Comments: Object policies GB1, EP3, H9 and Appendix 8, (5 & 6) 6.1 of the Local Plan apply.

Also, Contrary to the document from Landmark section 3.5 which says there is no Neighbourhood Plan in Stoke Poges, as the above comments clearly show there is a Neighbourhood Plan.

PL/24/3471/VRC Spring Cottage, Stoke Wood, Stoke Poges, Buckinghamshire, SL2 4AU

Variation of conditions 6 (bat boxes), 7 (EPSML) and 11 (approved plans) of planning permission PL/21/4616/FA (Demolition of existing house and erection of new dwelling), and amended by PL/22/3829/VRC, to allow for changes to design and the addition of further ecological information.

Two storey side extension.

PL/24/3387/FA 17 Sefton Paddock, Stoke Poges, Buckinghamshire, SL2 4PT

Demolition of existing detached dwelling and erection of a pair of semi-detached dwellings including on-site parking, utilising existing vehicular crossover.

Parish Comments: - Object, our previous comments on the last application number PL/23/3772/FA still apply and were:

Parish Comments: - Object. The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore, the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF. Furthermore, the proposed development would not reflect the form or height of existing buildings on this designated Formal Suburban Road, to the detriment of its appearance and character and contrary to the content of the South Bucks Townscape Character Study.

The Ecology and Trees checklist states that they are not within 200 meters of a pre-1960 or pre 1914 building or woodland which is not true.

Also, point number 1 on the officer’s refusal for the original application still apply to this application and were:

The proposed development by reason of its poor architectural design, rationale and layout would result in a visually discordant development which would fail to provide a high-quality design that would appear appropriate within the character and scale of the surrounding area. The proposal would therefore constitute a poor form of development which fails to take the opportunity to contribute positively to making places better for people and would be detrimental to the character and appearance of the site and immediate and wider area.

Single storey rear extension, first floor side extension, internal alterations including additional loft accommodation with rooflights at front and rear roof slopes.

Parish Comments: - Object. The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore, the proposal is contrary to Policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999) and Policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF. Loft conversion, single storey side and front extensions.

Parish Comments: Object, Policies EP3 & H 11 apply. Appendix 8 of the South Bucks District Local Plan (adopted March 1999).

It is considered that the proposed dormer, by virtue of its scale, bulk and design would appear as a dominating and obtrusive feature that would be incongruous to the existing traditional roof form and surrounding developments and would as such be detrimental to the character and appearance of the existing dwelling and the local area in general. The NPPF is explicit in stating that planning decisions should ensure developments will function well and add to the overall quality of the area, as well as being visually attractive as a result of good architecture in order to achieve well-designed and beautiful places. The proposed development would constitute poor design and would fail to accord with Section 12 of the NPPF, C1 of the National Design Guide and the South Bucks Residential Design Guide. The proposal also conflicts with the Design Guidance and Codes document associated with the Stoke Poges Neighbourhood Plan (submission stage).

There are two pairs of these small modest 2-bedroom chalet bungalows in the whole street, this potential development will double the size of the property and therefore not preserve them. They are rare and it is important to preserve them for the housing mix needs. This is clearly outlined in our Neighbourhood Plan.

T2 Macrocarpa - reduce to give 3m clearance from house and 2m from BT line, lift to 4m over garden and drive by removing secondary growth. (Conservation Area - Stoke Green) - It is a large dominant tree in close proximity to the property - Its proximity to the property is causing anxiety and apprehension to the occupier - The tree is in danger of damaging the BT lines.

PL/24/0482/FA Stoke Park Golf Club, Park Road, Stoke Poges, SL2 4PG

Retrospective application for construction of a shed for use as greenkeepers storage.

Parish Comments: We are concerned about the number of buildings going up on this GB site located in a CA.

We refer you to the ecology report and the recommendation an enhancement scheme which considers the habitat of Great Crested Newts. There is no such scheme that we can view, surely this should have been submitted.
