Sefton Park have come forward after receiving the regulation 14 correspondence and a successful meeting was held on 10 October with them, the working party and the consultants.

A consultation morning has been arranged and advertised for 21 October 2023 between 11am and 1pm in the Lionel Rigby Room, Village Centre.

NEW PLANNING APPLICATIONS RECEIVED

PL/23/2925/FA Woodside, Templewood Lane. Stoke Poges, Bucks, SL2 4AN

First floor side extension.

Parish Comments: Object. Policies H9 (a) & (b) and EP3 apply along with the Green Belt 50% rules.

This proposal, together with previous extensions that have been carried out to the dwelling house would, by virtue of the resultant size and scale of the building when considered in relation to the original building and its potentially intrusive impact upon its setting in the landscape, contribute to the erosion of the Greenbelt which, individually and when considered in the context of accumulation of other similar proposals, would detrimentally affect the aims objectives go the Greenbelt. As such, the proposal is contrary to Policies GB1 and GB10 of the SBDC Local Plan (adopted March 1999)

This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development within this part of the Greenbelt, which the Planning Authority would find increasingly difficult to resist and which, which, cumulatively, would seriously prejudice the openness of the Greenbelt and the aims and objectives of Greenbelt policy.

PL/23/2893/RM Land at Brockhurst Wood, Templewood Lane, Stoke Poges, Bucks

The installation of a new shareable 30m lattice mast which is co-located with an existing mast approximately 35m to the east of the site, installation of 6 cabinets, 6 antennas on 1 headframe, 2 600mm diameter transmission link dishes and ancillary development thereto.

Parish Comments: - Object. There is no ecology report to refer to? There are concerns over noise that can be generated by the telecommunications cabinets that are planned to be installed. This may have a detrimental effect on people living in close proximity to the compound.

Prior approval for the siting and appearance of the proposed installation is required, and objections are raised to the proposed siting and appearance of the installation in relation to the prior notification under the Town and Country Planning (General Permitted Development) Order 2015, as amended. The proposed telecommunication mast would be sited in a prominent location where it would be visible within the open countryside in a sensitive Green Belt location. Given its height and bulky form the proposed lattice tower (and associated equipment) are of an urban and particularly insensitive design and would be highly visible when viewed from the surrounding area, thus appearing visually intrusive to the detriment of the sensitive open countryside location. It would also significantly intrude on the skyline in the surrounding area. Also, greater consideration/justification in relation to the suitability of other nearby sites could have been provided the proposal is contrary to policies GB1, EP3 and EP18 of the South Bucks District Local Plan (adopted March 1999) and section 15 of the NPPF. As such the proposal would adversely affect the character and appearance of the area and the application for prior approval under the Town and Country (General Permitted development) Order 2015, as amended.

PL/23/2926/PIP Land at Old Hill House, Framewood Road, Stoke Poges, Bucks, SL2 4QR

Application for permission in principle for up to 5 detached dwellings.

Parish Comments: - Object. This is in the Green Belt and the Framewood Conservation Area. With reference to the Design and Access Statement 2.7, 2.8 and 2.13 this land is not located withing the built form of the village or near any infrastructure, central services or transport links therefore is not considered as essential housing in order to maintain a balance of housing stock. There is no justification for this executive style housing in a gated development and is contrary to policy GB1. We do not believe that the applicant has demonstrated any exceptional circumstances.

This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development within this part of the Greenbelt, which the Planning Authority would find increasingly difficult to resist and which, which, cumulatively, would seriously prejudice the openness of the Greenbelt and the aims and objectives of Greenbelt policy.

The application site is located within the Metropolitan Green Belt wherein there is a general presumption against inappropriate development except in very special circumstances. house, and use of the surrounding land as a separate residential curtilage would cause harm to the openness of the Green Belt and the purposes of including land within it by virtue of the increase in the density of housing, and an increase in the intensity at which the site would be used, including vehicular movements within the Green Belt, which by definition is harmful. No very special circumstances have been advanced sufficient to warrant an exception to the normal operation of Green Belt policy. As such the proposal is contrary to policies GB1 and GB2 of the South Bucks District Local Plan (adopted March 1999) and section 13 (protecting Green Belt Land) of the NPPF.

Parish Comments: - Object, Policy C1 (a) & (b) and Appendix 8 (6.1) Core Policy 9 of the Core Strategy and Section 15 of the NPPF

The proposed development would result in the introduction of a dwelling within very close proximity to the common boundary shared with neighbours. When considering the proximity to the boundary, the modest scale of the amenity space and the two-storey height of the proposed dwelling, it is considered that the proposal would result in an adverse impact upon the residential amenities of neighbours and in particular would appear overbearing. As such, the proposed development would result in a detrimental impact on the amenities of the neighbouring property and is contrary to policies EP3 and H9 of the South Bucks District Local Plan - Adopted March 1999 Consolidated September 2007 and February 2011, CP8 of the South Bucks Core Strategy 

The scheme has largely been approved under consent PL/22/0466/FA without the front dormer windows or front rooflight. During the application the heritage officer, prior to a site visit and based on google street view images of the local area, drew the conclusion that dormers were not in keeping and requested their removal due to the impact upon the visual dominance of Uplands. It was stated that if further discussion was required on this then a further consultation would be needed to allow for the officer to visit site and give a more detailed response. We do not believe that anything has changed to allow the dormers.

PL/22/2537/FA Boundary Meadow, Collum Green Road, Stoke Poges, Bucks, SL2 4BB

Erection of new dwelling following demolition of existing house and outbuildings.

Parish Comments: - Object, our previous comments apply which were: -

We believe that EP3 and H9 and 3.3 of the Bucks Townscape Study apply to this proposed replacement dwelling.

The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping.  As such, it would have an adverse impact on the street scene and the character and visual amenities of the area.  Therefore, the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011) and the NPPF.  Furthermore, the proposed development would not reflect the form or height of existing buildings on Collum Green Road, to the detriment of its appearance and character and contrary to the content of the Sough Bucks Townscape Character Study.

The replacement house as proposed is shown to be a large and bulky building, aggressively symmetrical and monolithic in appearance.  The detailing would appear to be out of place in this semi-rural Lane.  Although the plot is large and allows reasonable gaps to both side boundaries, the proposed house would appear overlarge and out of keeping with its surroundings and with the character of the area.  The building would be at odds with the character of this residential area.  In terms of design and scale, the proposed replacement dwelling is not considered to accord with the principles set out in policies EP3 and H9 of the South Bucks District Local Plan and the standard of design would not comply with the advice in the National Design Guide.  The development would, therefore, fail to accord with the guidance set out in the NPPF.

This proposal would, by virtue of the resultant size and scale of the building when considered in relation to the original building and its potential intrusive impact upon its setting in the landscape, contribute to the erosion of the Green Belt which, individually and when considered in the context of an accumulation of similar proposals, would detrimentally affect the aims and objectives of the Green Belt.  As such, the proposal is contrary to policies GB1, GB10 of the South Bucks District Local Plan which seeks to ensure that dwellings within the Green Belt are, inter alia, of a small scale in relation to the size of the original dwelling, and to Section 9 of the NPPF (Protecting Green Belt Land).

The Parish Council is currently in the process of preparing a Neighbourhood Plan and the house currently on this plot has been identified.

In addition to the previous comments, we refer you to the NPPF Paragraph 145 (d) & (g). Also, the Ecology reports show that bats were present in the roof of the house which sadly has now been demolished, we would like to know what provision has been made to re-house those bats which should have been protected.

The Parish Council is in the process of compiling its Neighbourhood Plan along with a list of potential NDHA properties and this house was on the list!!!
