MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 17 MARCH 2025 AT 7.30PM IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP.

126/PL/25 Apologies and Acceptance for Absence
APOLOGIES were received and accepted from Mr Harris and Mrs Simmonds (Clerk).

128/PL/25 Minutes
RESOLVED to Approve the Minutes of the Planning Meeting held on 17 February 2025 which were signed by the Chairman.
129/PL/25 Planning Applications
(i) RESOLVED to approve delegated decisions submitted for Planning Applications for which the response date was prior to this Committee Meeting. See Appendix 1.
(ii) RESOLVED to consider and formulate a response to new Planning Applications received. See Appendix 2. Plus, amended plans for information only.

131/PL/25 Councillors/Members Update
Cllr carter reported that Sefton Park has been sold, and a meeting will take place with the agent for the developers on Monday 24th March. the developers will be told about the neighbourhood plan.
Mr Wilson reported an issue with 41 Vine Road. The permission says the garage will be converted but in his view it will have to be demolished. The Clerk to write to planning officer to clarify the situation.
Cllr Finan asked about the application in Hollybush Hill where the applicant had complained to us. Cllr carter reported there had been no further correspondence since photographs were sent.
Cllr crocker asked if Cllr Finan had visited the field in plough lane, he reported that the field had been cleared.
132PL/25 Correspondence.
NOTED Applications by town and parish councils for s106 funds held by Buckinghamshire Council towards improvement of local open spaces and community facilities – for information.
The s106 funds was discussed at length. The general consensus was that we do not have a project. Cllr Bassi wondered if the Village Centre could be put forward as they have works to be done. however, it was decided the Parish Council could not apply on their behalf. Could The Clerk clarify exactly what type of project would qualify.
NOTED Planning Forum 3 March 2025 – Notes from Cllr Carter.
NOTED The Planning Framework – 24th of April at 6.30pm – Online- Training Course - £100 per ticket. To decide.

It was decided that no training should take place until after the election in May.

Cllr carter stated we are still waiting for a date for the referendum and agreed to chase
134/PL/25 Exclusion of the Press & Public
Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business. Part two items: To discuss any possible unlawful buildings or business’s which have not been granted enforcement notices and therefore are not public.

PL/25/0440/FA Bray Cottage, Park Road, Stoke Poges, Buckinghamshire, SL2 4PG
Change of use of building from dwelling (Use Class C3) to Serviced Accommodation (Use Class C1) in association with Stoke Park.
Parish Comments: - Object
The NPPF Paragraphs 189-208 state that such applications require careful consideration regarding any impact. We do not believe this application aligns with local policy and that it affects local housing supply particularly in this area where there is significant demand. This proposed change of use would reduce supply even further, therefore, driving up housing costs and reducing affordability.
We believe that the Council could use Article 4 Direction in this instance.
We would kindly draw your attention to the Design and Guidance Codes of the Stoke Poges Neighbourhood Plan, page 26 Policy SP4, loss of smaller stock housing. This has now passed external examination and is awaiting referendum.

Demolition of existing house and replacement of dwelling home with cycle, refuse and parking provisions provided.
Parish Comments: Object policies GB1, EP3, H9 and Appendix 8, (5 & 6) 6.1 of the Local Plan apply.
This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development within this part of the Greenbelt, which the Planning Authority would find increasingly difficult to resist and which, which, cumulatively, would seriously prejudice the openness of the Greenbelt and the aims and objectives of Greenbelt policy.
We would like to draw your attention to the Stoke Poges Design and Guidance Codes of the Neighbourhood Plan September 2023 section Boundary Treatments on page 72.

4. Decision-making
48. Local planning authorities may give weight to relevant policies in emerging plans according to:
(a) the stage of preparation of the emerging plan (the more advanced its preparation, the greater the weight that may be given).
(b) the extent to which there are unresolved objections to relevant policies (the less significant the unresolved objections, the greater the weight that may be given); and
c) the degree of consistency of the relevant policies in the emerging plan to this Framework (the closer the policies in the emerging plan to the policies in the Framework, the greater the weight that may be given)
Also, Contrary to the document from Landmark section 3.5 which says there is no Neighbourhood Plan in Stoke Poges, as the above comments clearly show there is a Neighbourhood Plan.

The demolition of the existing garage followed by the construction of a porch and two storey side extension.

The comments for refusal from Planning for the previous application PL/24/2666/FA still apply as below
The proposed additions combined with historic additions would fail to be small scale in relation to the size of the original dwelling which would result in cumulative additions which are disproportionately larger than the original dwelling. The proposal therefore does not fall within any of the categories of specified exceptions for development within the Green Belt and as such, the proposed development constitutes inappropriate development in the Green Belt which by definition is harmful to the Green Belt. The proposal, by way of introducing additional physical built form also results in a reduction to the openness of the Green Belt. Each of the identified harms are afforded substantial weight in accordance with Paragraph 153 of the National Planning Policy Framework. No very special circumstances exist in this case sufficient to warrant an exception to Green Belt policy. As such the proposal is contrary to policies GB1 and GB10 of the South Bucks District Local Plan (adopted March 1999) and section 13 (Protecting Green Belt Land) of the National Planning Policy Framework (2024)
