NEW PLANNING APPLICATIONS RECEIVED

PL/24/0023/RM Telecommunications Base Station, Nr Brockhurst Wood, Templewood Lane, Stoke Poges

The installation of a new sharable 25.50m monopole mast which is collocated with an existing mast approximately 35m to the east of the site. The proposal also includes the installation of 6no. cabinets, 6no. antennas on 1no. headframe, 2no. 600mm diameter transmission link dishes and ancillary development.

Parish Comments: - Object our previous comments still apply which were: -

There is no ecology report to refer to? There are concerns over noise that can be generated by the telecommunications cabinets that are planned to be installed. This may have a detrimental effect on people living in close proximity to the compound.

Prior approval for the siting and appearance of the proposed installation is required, and objections are raised to the proposed siting and appearance of the installation in relation to the prior notification under the Town and Country Planning (General Permitted Development) Order 2015, as amended. The proposed telecommunication mast would be sited in a prominent location where it would be visible within the open countryside in a sensitive Green Belt location. Given its height and bulky form the proposed lattice tower (and associated equipment) are of an urban and particularly insensitive design and would be highly visible when viewed from the surrounding area, thus appearing visually intrusive to the detriment of the sensitive open countryside location. It would also significantly intrude on the skyline in the surrounding area. Also, greater consideration/justification in relation to the suitability of other nearby sites could have been provided the proposal is contrary to policies GB1, EP3 and EP18 of the South Bucks District Local Plan (adopted March 1999) and section 15 of the NPPF. As such the proposal would adversely affect the character and appearance of the area and the application for prior approval under the Town and Country (General Permitted development) Order 2015, as amended.

Outline application with all matters reserved for replacement dwelling at Dormer Cottage, demolition of existing outbuildings to the rear of Thanet House and replacement by one additional dwelling with parking.

Parish Comments: - Object to the development of the new build to the rear of Thanet, no exceptional circumstances have been given to build this in the Green Belt. Policies, GB1 (a) (b), (1) (g) & (2), GB2, GB3, EP3, H9, Section 9 of the NPPF and Core Policy 8 all apply.

This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development within this part of the Greenbelt, which the Planning Authority would find increasingly difficult to resist and which, which, cumulatively, would seriously prejudice the openness of the Greenbelt and the aims and objectives of Greenbelt policy.

This proposal would, by virtue of the resultant size and scale of the building when considered in relation to the original building and its potential intrusive impact upon its setting in the landscape, contribute to the erosion of the Green Belt which, individually and when considered in the context of an accumulation of similar proposals, would detrimentally affect the aims and objectives of the Green Belt. As such, the proposal is contrary to policies GB1 and GB10 of the South Bucks District Local Plan (adopted March 1999) which seek to ensure that extensions to dwellings within the Green Belt are, inter alia, of a small scale in relation to the size of the original dwelling, and to section 9 of the NPPF (Protecting Green Belt Land).

The application site is located within the Metropolitan Green Belt wherein there is a general presumption against inappropriate development except in very special circumstances. The proposed conversion of the existing residential out building, into a self-contained dwelling house, and use of the surrounding land as a separate residential curtilage would cause harm to the openness of the Green Belt and the purposes of including land within it by virtue of the increase in the density of housing, and the associated siting of domestic paraphernalia, permanent boundary treatments, curtilage buildings, and an increase in the intensity at which the site would be used, including vehicular movements within the Green Belt, which by definition is harmful. No very special circumstances have been advanced sufficient to warrant an exception to the normal operation of Green Belt policy. As such the proposal is contrary to policies GB1 and GB2 of the South Bucks District Local Plan (adopted March 1999) and section 13 (protecting Green Belt Land) of the NPPF.

The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore, the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF. Furthermore, the proposed development would not reflect the form or height of existing buildings on this designated Formal Suburban Road, to the detriment of its appearance and character and contrary to the content of the South Bucks Townscape Character Study.

The proposed extensions would result in the creation of a large, bulky and unattractive structure of excessive depth, with flank walls unrelieved by any setbacks, and with a large expanse of flat roof at high level. The extended dwelling would be lacking in pleasing proportions and would fail to respect the traditional character of the existing dwelling. The excessive depth of the extended building and the unbroken flank elevations would be apparent in angled views from the road and would result in an unduly bulky appearance that would be at odds with the traditional proportions of the existing dwelling and would be out of keeping with the general character of this residential area. In terms of design and scale, the proposed extensions and alterations cannot be considered to accord with the principles set out in policies EP3 and H11 of the South Bucks District Local Plan, and the standard of design would not comply with advice in Appendix 8 of the Plan. The development would therefore not be in accordance with guidance set out in the NPPF (2019).

We have great concerns around the commencement of a large structure of an outbuilding which is being built in the garden without any planning permission, please inform enforcement.
