001/PL/23 Election of Chairman

Cllr Finan proposed Cllr Carter as Chairman for the coming year, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.

002/PL/23 Election of Vice Chairman

Cllr Knox-Scott proposed Cllr Crocker as Vice Chairman for the coming year, this was seconded by Cllr Finan, RESOLVED to agree all in favour.

003/PL/23 Items by Members of Public Present

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

004/PL/23 Apologies for Absence

APOLOGIES were received from Cllr Cocker and Mr Rawlings.

005/PL/23 Declarations of Interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2007. If that interest is a prejudicial interest as defined in the Code, the member should withdraw from the meeting for that item.

006/PL/23 Minutes

RESOLVED to Approve the Minutes of the Planning Meeting held on 17 April 2023 which were signed by the Chairman.

007/PL/23 Planning Applications

(i) RESOLVED to approve delegated decisions submitted for Planning Applications for which the response date was prior to this Committee Meeting. See Appendix 1.

(ii) RESOLVED to consider and formulate a response to new Planning Applications received. See Appendix 2. Plus, amended plans for information only.

008/PL/23 NOTED Planning Decisions, Enforcements and Appeals

District Decisions made since the last Planning Committee Meeting. See Appendix 3.

009/PL/23 Councillors/Members Update

Cllr Finan reported a house in Duffield Lane has been demolished and needs reporting to enforcement. Clerk explained that to report to enforcement now has to be done on the planning portal only, they will not accept and email anymore. This is time consuming, and the Clerk will require full details of the property to be able to do so. Cllrs to gather that information and give to the clerk.

Cllr Bassi asked if the Clerk should keep a record of new builds for CIL payment purposes. The Clerk explained that the letter from the CIL department explained that CIL payments are automatic and paid twice a year. There is nothing wrong with Councillors keeping a record of properties and sending to the Clerk to keep on file.

010/PL/23 Correspondence

NOTED Information about breach of land off of Fir Tree Avenue. The Clerk has signposted the complainant to Buckinghamshire Council Enforcement. Councillors reported that there are several other companies on this piece of land.

011/PL/23 Meeting Equipment

AGREED by all, unanimous that going forward the committee would use their own devices at the meetings and the Clerks laptop if required and that this item is to be removed from the agenda.

012/PL/23 Neighbourhood Plan

Updates and to make any decisions following scoping meetings.
Cllr Carter said that she had met with consultants last week to look at design coding, and took them out and about around the village to show them examples of properties which would fall under this category.

Cllr Carter had a request from Wexham Parish Council asking if the consultants we used were recommended.

013/PL/23 Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business. Part two items: To discuss any possible unlawful buildings or business’s which have not been granted enforcement notices and therefore are not public.

T1-T4 Lime – re-pollard (TPO/SBDC/1987/05)

Parish Comments:- No Objection subject to the Tree Officer report.

PL/23/1136/FA The Lodge, Park Road, Stoke Poges, Bucks, SL2 4PJ

Erection of replacement first floor following structural damage and part single storey/part two storey side/rear extension.

Parish Comments:- Object based on the fact that the original building which is located in the GB and within the curtilage of a listed building was demolished without prior agreement. Therefore, the statement that there has been structural damage is at best mis leading and incorrect. 

Within the application forms it states that no work has commenced. This is incorrect. The original house was demolished in December 2022 and rebuilding took place immediately. The application also states that the original house cannot be seen from the road. Please see attached photographic evidence that shows this is false.

The current development does not match the original materials as stated.

We believe this application is circumnavigating the planning process to avoid CIL payments and contains false information.

PL/23/1098/VRC March Cottage, Bells Hill, Stoke Poges, Bucks, SL2 4DY

Removal of conditions 3 (PD rights removed) and 4 (Extension removal) from planning permission PL/22/4139/FA (Part two, part first floor side/rear extension, new entrance door and front porch extension and window/door alterations, the addition of a roof light to rear elevation and removal of existing car port and the removal of the front elevation roof light).

Parish Comments:-Object to the removal of conditions based on the fact that the development is in the Green Belt.

PL/23/1073/FA 14 Elizabeth Way, Stoke Poges, Bucks, SL2 4LQ

Double storey rear extension and proposed two vehicular accesses for in and out drive.

Planning Comments:- Object, policies H9, EP3 and TR7 11.57 apply.

Elizabeth Way is a small narrow Cul de Sac. There is already pressure on parking. All cars currently park on the pavements. The proposed drive in drive out would remove much needed spaces. By way of design, in the context of the sites surroundings, the proposed drive in and drive out accesses would adversely affect the character and amenities of the street scene and the locality in general, and would fail to respond positively to the features of the site itself and the surrounding context.  The proposal would therefore fail to comply with policies EP3 and H9 of the South Bucks District Local Plan (adopted March 1999) as well as CP8 of the South Bucks Core Strategy Development Plan Document and would be contrary to the above provisions of the Local Plan, NPPF and National Design Guide.

This proposal, if permitted would be likely to act as a precursor of further applications for similar types of development which the Planning Authority would find increasingly difficult to resist.Please note: There is a mature Oak Tree in the rear garden which needs protection with a TPO and the Tree Officer has been advised. We believe this tree is in danger of being removed.

PL/23/0534/HB Focus School, Stoke Poges Campus, School Lane, Stoke Poges, Bucks, SL2 4QA

Listed Building consent for alterations, extension, or demolition of an existing building.

Listed building consent for : 1. Like-for-like replacement of two non-listed gabled roof coverings to Blocks A and C, insulation and membranes, existing tiles are to be reused so there will be no visual impact , 2. New M&E ventilation plant to flat roof of Block B air-handling unit and ductwork, 3. New powder-coated grilles to 1960s Block A and Block C to provide intake and extract air for the air-handing units concealed within the roof voids of these buildings, 4. Like-for-like replacement of all canopies, 5. Stripping off existing M&E fittings from the facades [lights, CCTV cameras] and a careful replacement with new, 6. Additional repairs to brickwork and stone on Victorian building, 7. Listed windows are to be carefully repaired and redecorated, 8.Replacement of the insulation and membrane on the flat roof, 9. Like-for-like replacement of two rooflights on the flat roof, 10. Replacement of all floor, wall and ceiling finishes, 11. Replacement of three internal walls within the non-listed parts of the building to make them suitable as fire compartment walls, 12. Replacement of the 1st floor timber dormer window and timber frame [currently boarded up, not visible from ground because at back of the flat roof] to the Victorian building with a maintenance access door to the roof. The dormer structure and tiled roof remains.

Parish Comments:-Object, There is no Historic England report included with this application. This is a Grade II listed building (first listed 26 April 1985)

This building is listed under the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended for its special architectural or historic interest

With regards to point 5, we believe that any lighting should be on a timer with planning conditions as this is in the Green Belt, it should be in keeping with buildings in the Green Belt respecting Dark Skies.

Demolition of extensions and garage of existing property, sub-division of plot and erection of new dwelling with parking.

Parish Comments:-  Object.  Polices EP3, H9, H10 all apply along with the Townscape Character Study section 8.1.4, 8.3 and 8.4.

The layout of the road is unique and subdividing the plot would change the character of the road.  The Local Authority would find it difficult to accept similar applications in the future.

Remodelling of rear garden (part retrospective).

Parish Comments:- Object The proposed rear boundary wall, if permitted, would result in a visually intrusive feature that would appear over dominant to the existing adjoining gardens whose features of which are mostly soft vegetative boundaries rather than formal engineered structures.  This would have an urbanising impact on the locality and would have a detrimental impact on the properties overlooking and adjoining.  As such it is considered that this element of the proposal is contrary to policy EP3 of the SBD local plan.

The garden has already been decimated over the last few months and tons of vegetation has been removed along with many mature trees which have been taken out, allowing this wall will mean that the surrounding gardens will be undermined.  The Townscape Character Study part 3.3 applies.
