Introduction

MINUTES OF THE STOKE POGES RECREATION & ENVIRONMENT MEETING HELD ON MONDAY 24 FEBRUARY 2025 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP.

Present: Cllr Carter (Chair), Cllr Bassi, Cllr Cox and Cllr Webster

In Attendance: Mrs J Simmonds (Clerk)

Absent: Cllr Crocker.

Agenda Items

034/RE/25 Items by Members of Public Present first 15 Minutes.

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for the public

035/RE/25 Apologies for absence, to receive and accept.

APOLOGIES were received and accepted for Cllr Bagge.

036/RE/25 Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a prejudicial interest as defined in the Code, the Member should withdraw from the meeting for that item.

037/RE/25 Minutes

RESOLVED by all to approve the minutes of the R&E Committee held on 28 October 2025 which were signed by the Chair.

038/RE/25 Football Bells Hill

NOTED that the Football Club eventually cleared everything out, including the old goals and returned the keys.

039/RE/25 Nettleship Wood

Nothing to update on Frank Solari field and other paddocks, make any decisions necessary.

040/RE/25 Bells Hill and Plough Lane Recreation Grounds

Nothing to update and any decisions as required. Thanks, had been given to some Councillors for the jogging/walking path.

NOTED that bug hotels will also be installed soon.

Tennis Club

NOTED that Contrary to the last set of minutes which stated that the tennis club had rectified and sorted out their drainage issue and that they require no more from the Parish Council, it has now re-appeared. RESOLVED to agree by all that it was not possible to decide who is responsible for the current drainage leaks into the recreation ground and AGREED by all that the Clerk should ask both the Tennis Club and the Church for a copy of their planning permission and building regs which will show their drainage plans and the Parish Council will do the same for the Pavilion. Then our surveyor can sit down and work out who is responsible and what to do about it. AGREED AND DECIDED by all that the until ownership is confirmed the broken manhole cover is currently safe.

NOTED that the sewage on the other manhole was all dried up and nothing is currently leaking.

NOTED Letter from the Chairman regarding keys and damage done to the recreation ground. Clerk to ensure that the damage is repaired.

Bells Hill

NOTED by all that one new piece of equipment is now in stock and will be fitted soon.

NOTED by all Bug hotel to be installed soon.

Plough Lane

Nothing to update and any decisions as required.

NOTED that two new pieces of equipment are now in stock and will be fitted soon.

041/RE/25 Pavilion

Nothing to update and any decisions as required.

042/RE/25 Allotments

Update from Cllr Cox on allotments. All plots are now occupied and there is a small waiting list. The Pergola on one plot has still not been removed, Clerk to write again and to warn about notice being given if not rectified.

AGREED by all that the Chair of the Allotment Association will take over liaison with the Clerk about the allotments and showing new tenants vacant plots only, inspections to be done by the Council only.

043/RE/25 Bells Hill Green

Nothing to update on the upkeep of Green and to make any decisions necessary.

044/RE/25 Carols on the Green

Nothing to update from Cllrs. Carter/Crocker and to make any decision necessary.

Cllr Carter proposed to accept the Quotes received from suppliers of the reindeers @ £1350.00 and the Marquees @ £2200.00 and the Christmas Tree @ £500.00 and installation at £500.00, this was seconded by Cllr Bassi RESOLVED to agree all in favour.

045/RE/25 Horticultural Society Request

Request from the Society to give Parish Council approval for a Wheelbarrow Community Project. The Clerk has already explained that the Society need to apply to the Buckinghamshire Council for permission first.

It was AGREED by all that the Clerk will liaise with the Local Area Technician to get the information that the Society require to apply for cultivation licences. It was AGREED by all that as these will be placed on the Public Highway and not on Parish Council owned land the Parish Council do not have the authority to give their blessing.

046/RE/25 Village Market

Cllr Carter updated that the market was coming together nicely, 26 stall so far have confirmed and paid.

047/RE/25 – 11/11

DECIDED that the church was going to possibly agree a space for a plaque, or a plaque could go on the green however it was AGREED to bring this back to the next meeting after the elections have taken place.
